HISTORY: For many years the Adjutant General’s Corps Regimental Association had recognized the Adjutant General’s Corps Noncommissioned Officer and Soldier of the Year by presenting a Regimental Achievement Medal. In 2000, The “John J. Dinnien Award for Excellence in Military Personnel Management” was created to annually recognize the contributions of Army civilians in military personnel management. The first Dinnien award was presented in March 2001.

After the events of 11 September 2001, the Executive Council of the Adjutant General’s Corps Regimental Association looked at various ways to honor the senior AG leaders who were killed in the Pentagon. The Association approved two new medals to honor the memory and service of LTG Maude and SGM Strickland. Mrs. Maude and CSM Strickland viewed the medals and gave their concurrence.

In 2003, the Association honored both the Officer and Warrant Officer of the Year with the LTG Timothy Maude Medal and now recognizes the NCO and Soldier of the Year with the SGM Larry Strickland Medal.

With the addition of these new medals, the Adjutant General’s Corps Regimental Association honors all members of the Adjutant General’s Corps and Human Resources professionals: Officer, Warrant Officer, NCO, Soldier, and Civilian.

Timothy J. Maude Medal for Distinguished Achievement

Adjutant General’s Corps Officer and Warrant Officer of the Year

PURPOSE: The purpose of this award is to give special recognition to an Officer and Warrant Officer who best understand LTG Maude’s contributions and values in his dealings with Soldiers, Commanders, Families, and the Army during the previous calendar year.

PERSONS ELIGIBLE: Any Branch 42 Officer or 420 Warrant Officer who is a member of the Adjutant General’s Corps Regimental Association. Officer must be in the grade of 2LT – CPT; Warrant Officer must be in the grade of WO1 – CW3. Nominee must be a member of the active Army, National Guard, or Army Reserve as of 30 June that year.

CRITERIA: APFT (minimum 90 points in each event) within the previous 12 months; Officer Record Brief; verification of height and weight; Weapons Qualification within the previous 12 months; No UCMJ, Suspension of Favorable Actions, or disciplinary action (letter of reprimand, etc); One Officer and Warrant Officer per active AGCRA Chapter or Installation if no active Chapter exists on that Installation; Current DA Photo (head/shoulder picture may be substituted if deployed); One page summary from the nominee demonstrating their understanding of LTG Maude – contributions, values, etc and how they seek to emulate him; Recommendation narrative from the nominee’s support channel and the senior Adjutant General Officers on that post and/or President of their local Chapter. Narrative should include an outline of the officer’s contributions that best emulate LTG Maude as a Soldier, leader, and a person. Include, but not limited to, values, leadership, their role in the Army (tactical and technical), visionary, and most importantly their support of Soldiers, commanders, and families. Narrative should not exceed more than 2 pages using Times New Roman, size 12. Due to support of OIF and OEF, some officers may not have current APFT and/or weapons qualification within the previous 12 months. If the scorecard is not available, a separate memorandum will be included explaining these circumstances and how the scores were verified. Submit the entire packet electronically if possible to the VP for Awards.

APPROVAL PROCESS: The Chief of the Corps will appoint board members to select the Officer of the Year from the nominations received. The Regimental Chief Warrant Officer will appoint board members to select the Warrant Officer of the Year from the nominations received. Chief of the Corps will notify the winner’s chain of command.

ANNOUNCEMENT OF AWARDS: The winner will be announced during the Adjutant General’s Corps National Ball at Fort Jackson. All costs will be borne by the nominating activity (Chapter or Installation). Winner will receive the Maude Medal and a certificate presented by the President, Adjutant General’s Corps Regimental Association. Winners’ photos will de displayed at the Adjutant General School. Award recipients will be published in “1775″.

RECORDING OF AWARDS: All awards will be recorded by entering the recipient’s name, rank and unit in a database maintained by the Awards Custodian. This database will be reviewed as part of the approval process.

REVOCATION OF AWARDS: In the unlikely event that information becomes known that a fraudulent award has been made, or dishonorable conduct is substantiated, the Executive Council can revoke this award, annotate the database, and notify the individual of the action.

Larry L. Strickland Medal for Distinguished Achievement

Adjutant General’s Corps Noncommissioned Officer and Soldier of the Year

PURPOSE: The purpose of this award is to give special recognition to a Noncommissioned Officer and Soldier who best understand SGM Strickland’s contributions and values in his dealings with Soldiers, Commanders, Families, and the Army during the previous calendar year.

PERSONS ELIGIBLE: All CMF 42 MOS, 79R, and 79S (Bandsmen included) who are a member of the Adjutant General’s Corps Regimental Association. NCO must be in the grade of CPL – SFC; Soldier must be in the grade of PVT – SPC. Nominee must be a member of the active Army, National Guard, or Army Reserve as of 30 June that year.

John J. Dinnien Medal For Achievement and Service

Adjutant General’s Corps Civilian of the Year

HISTORY: The “John J. Dinnien Award for Excellence in Military Personnel Management” was created to recognize the contributions of Army civilians in military personnel management. The award is named in honor of Mr. John J. Dinnien, who epitomized the best qualities of a professional human resource manager, and always placed service to the soldier above all else.

PURPOSE: The purpose of this award is to give special recognition to a civilian in military personnel management for contributions of outstanding significance to the Army and service to soldiers during the previous calendar year.

PERSONS ELIGIBLE: Eligible personnel include: civilian employees (GS or NF) working for the Department of the Army in the field of military personnel management and who are members of the Adjutant General’s Corps Regimental Association.

CRITERIA: Completion of a task or assignment which has significantly contributed to the execution of the Army’s mission, while honoring all traditional American military values, placing special emphasis on: loyalty, duty, respect, selfless service, honor, integrity, and personal courage. The following evaluation criteria should be used in selecting MACOM nominees.

  • Personnel assigned duties of major significance to the military personnel mission, which were accomplished in such a way as to have been clearly exceptional.
  • Personnel who developed or improved military personnel methods and procedures, or were responsible for exceptional achievements that caused significant savings or advanced the military personnel mission and personnel readiness.
  • Personnel who provided outstanding examples for major military personnel programs in terms of highly successful mission accomplishment.
  • Personnel who demonstrated a record of achievement and inspired others to improve quantity and quality of their work.
  • Personnel who had an established pattern of excellence, as recognized by previous accomplishments (i.e., Commander’s Award for Civilian Service, Multiple Exceptional Performance Appraisals, etc.)

COST: To be borne by the AG Corps Regimental Association.

RECOMMENDING PROCEDURES:Major Commands will submit nominations on the one person selected from their organization to HQ, HRC, ATTN: EPC-S. Submission date will be determined by the President, Adjutant General’s Corps Regimental Association.

APPROVAL PROCESS: A screening board will be established by the Functional Chief Representative (FCR) to review the award nominations and recommend to the Functional Chief (FC) the top three nominees to receive the award. Board members must be familiar with the criteria for the award and the biography of Mr. Dinnien. The board will consist of five voting and two nonvoting members. The composition of the board will be a mix of HRC and MACOM representatives, as follows:

  1. FCR – President (nonvoting).
  2. The senior GS-205-15 (voting).
  3. Three civilians (GS-13 to GS-15) (voting).
  4. Two military (SGM or LTC/COL) (voting).
  5. CP50 Program Manager (nonvoting recorder).

The screening board will forward the top three recommendations to the Adjutant General’s Corps Regimental Association. The Adjutant General’s Corps Regimental Association will vote and select the recipient and provide the program manager with the name of the recipient.

ANNOUNCEMENT OF AWARDS: The winner will be announced during the Adjutant General’s Corps National Ball at Fort Jackson. All costs will be borne by the nominating activity (Chapter or Installation). Winner will receive the Dinnien Medal and a certificate presented by the President, Adjutant General’s Corps Regimental Association. Winner’s name will be added to the plaque hanging at HR Command. Award recipients will be published in “1775″.

RECORDING OF AWARDS: All awards will be recorded by entering the recipient’s name, rank and unit in a database maintained by the Awards Custodian. This database will be reviewed as part of the approval process.

REVOCATION OF AWARDS: In the unlikely event that information becomes known that a fraudulent award has been made, or dishonorable conduct is substantiated, the Awards Board can revoke this award, annotate the database, and notify the individual of the action.
