1. IPPS-A IMMEDIATE ASSIGNMENTS AVAILABLE. From The Army Talent Management Task Force (ATMTF): During the 20-01 manning cycle, units have a new capability/responsibility in the Assignment Interactive Model 2.0 (AIM2) to identify and select Knowledge, Skills, and Behaviors (KSBs) which will shape preferences for each upcoming assignment vacancy. The suspense for unit KSB input is 26 April. Additionally, on 8 April, HRC released a new feature in AIM2 for individual officers to self-profess KSBs and shape preferences. Assignment officers will be working with the movers in the 20-01 cycle to encourage them to input their KSBs. 3. OPERATION ORDER 19-055 (UNITED STATES ARMY RESERVE COMMAND (USARC), RECLASSIFICATION ORDERS ACCELERATION PROGRAM). Beginning not later than (NLT) 2nd quarter of fiscal year 2019 (FY 19), the USAR will execute a Reclassification Orders Acceleration Program for all USAR Soldiers attending 80th Training Command (TASS) MOS, ASI and SQI producing courses to improve Soldier and Unit readiness Army Reserve wide. The purpose is to synchronize command responsibilities at the strategic, operational, and tactical levels to accelerate Soldier reclassification throughout the Army Reserve. 2. HRC, OPMD, AC OPERATIONS DIVISION AIM 2 CCC PREFERENCE PILOT. HRC, OPMD, AC Operations Division will conduct a pilot with Operations Division Captains (YG 2016 in AD, AR, AV, CM, EN, FA, IN, and MP branches) to utilize the AIM2 market starting on 16 APR 19 to preference various Captains Career Course classes based on input from their chain of command.  Officers from these selected branches will receive an email from HRC within the next couple of weeks. 3. IPPS-A IMPLEMENTATION GUIDE FOR ARNG. This guide is provided to help Army National Guard states and territories with preparation for IPPS-A implementation. Once IPPS-A implements in each state the IPPS-A ARNG User Manual is the “go to” tool for states. This document is not intended to replace the IPPS-A ARNG User Manual. States must deliberately prepare for IPPS-A. 5. FORSCOM’s FY18 ARMY AUDIT MILPAY RESULTS AND FY19 PRELIMINARY RESULTS COMMON TRENDS. Based on the FY18 Army Audit Milpay results, one of the common trends was missing DA Form 4187s from the Soldier’s IPERMS and units were not able to provide a copy.  These 4187s are considered Key Supporting Documents (KSDs) and must be filed in IPERMS. a. 82D AIRBORNE DIVISION G1 3RD QUARTER G1- S1 SYNC AND RECOGNITION PROGRAM. On  9 April 2019, the 82D Airborne Division G1 hosted Brigade and Battalion S1 OICs, HR Techs, NCOICs, and Paratroopers in the quarterly G1/S1 Sync. LTC Lefebvre and SGM Bradford, the Division G1 and G1 SGM, began the event by recognizing one 42A Paratrooper per Brigade with a Certificate of Appreciation and a Division G1 Coin. This quarter’s sync focused on Retention and Human Resources related topics of interest across the Division. The purpose of this message is to inform all regarding: Declination of the FSA entitlement to Soldiers in Initial Military Training. A final decision on this issue has been made by US Army HQDA Legal Branch. Per Department of Army Office of the Deputy Chief of Staff G-1, effective September 24, 2018: RC Soldiers attending IMT in a temporary status do not have a Permanent Duty Station (PDS), and are therefore not entitled to FSA. AC Soldiers attend IMT in a temporary status enroute to their initial PDS, but the school/facility location is not a PDS. Accordingly, as AC Soldiers do not have a PDS, they are not entitled to FSA. 1. IPPS-A REQUEST FOR OPERATIONAL MISSION SCENARIOS (OMS). Team IPPS-A needs your support.  We are seeking Operational Mission Scenarios (OMSs) to be used during the development of Release 3. These OMSs are used to validate HR business rules and functionality of the system during test. We are asking that our HR experts across all spectrums submit use cases specifically tied to the 39 business processes in the document at the following link. For instance, how does an Aviation Brigade process flight pay from when a Soldier submits a request to when the action is completed? Another example would be how does an IET unit (BCT/AIT) process promotions for Soldiers that are in training, from all Army components? HRC Officer Readiness Division Reserve Component (RC) Account Managers will send Distribution Cycle 20-01 Mission Essential Requirements (MER) letters on 1 May 2019 to establish RC unit requirements for Officer assignments from 1 October 2019 to 31 March 2020. 6. “GO ARMY EOD” DAY, APRIL 30, 2019. April 30, 2019 is an Army wide Explosive Ordnance Disposal (EOD) in-service recruiting day in order to select the next generation of EOD bomb technicians.  EOD units across the Army will be available to answer questions from Soldiers interested in becoming an EOD tech. Antiterrorism awareness themes seek to focus efforts and instill Army-wide heightened awareness and vigilance to prevent attacks and protect the Army community and critical resources from acts of terrorism. The theme for 3Q/FY19 (April – June) is the Individual Terrorism Awareness Course. b. ALARACT 027/2019, IMPROVED HOT WEATHER COMBAT UNIFORM (IHWCU) WEAR GUIDANCE, DTG: R 081140Z APR 19. On 26 October 2018 the Chief of Staff of the Army approved the Improved Hot Weather Combat Uniform (IHWCU) as an optional purchase item. After 1 June 2019, Soldiers can purchase the IHWCU from military clothing sales stores for wear in lieu of the Operational Camouflage Pattern (OCP) Army Combat Uniform. The IHWCU enhances Soldier performance and safety in hot and wet weather environments.
