1. MILITARY POST OFFICES IMPLEMENT CHANGES FOR APO MAIL. Starting August 13, handwritten PS Form 2976, PS Form 2976-A, and PS Form 2976-B customs declaration forms will no longer be accepted. This policy change is due to the Global Trade Compliance requirements that address international security risks facing the United States. After August 13, any packages found in the mail stream with hand written customs declaration forms will be returned to sender. This change will impact service members serving abroad. 2. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 02-08 JUL 2020. The ATMTF and Combined Arms Center (CAC) are preparing to initiate Army Commander Evaluation Tool (ACET) peer and subordinate feedback collection for all colonels who are eligible to opt-in for the FY22 Colonel Command/General Staff selection board, in support of the inaugural Colonel Command Assessment Program (CCAP).  During the inaugural Battalion Commander Assessment Program (BCAP), 17,283 peers and subordinates provided feedback on LTC command candidates, with a response rate of 72%.  The ATMTF and stakeholders are conducting the first CCAP pre-execution site survey at Fort Knox, from 8 to 9 July. 3. ENABLE REPEATED SUCCESS WITH EFFECTIVE PRAISE. From the Army Resilience Directorate: How Effective is Your Praise? When people perform poorly, it feels intuitive to explain how they can do better on their next attempt. Through constructive criticism, we provide details where the performer can improve their strategy, process, or behavior to be able to execute correctly on their next attempt. On the flip side, it’s easy to say, “Great job!” and leave it at that when someone succeeds. We often think if the performer got it right, obviously they will be able to repeat it. That’s not always true. We can do something well and not understand how our preparation or performance was critical to our success. This message announces the elimination of Department of Army (DA) Photos, and race, ethnicity and gender identification data for officer, warrant officer, and enlisted DA Centralized Selection Boards. Effective 1 August 2020, the requirement for officer, warrant officer, and enlisted selection boards to include the DA Photo as part of the board file is suspended.  Data that identifies a Soldier’s race, ethnicity, and gender on the Officer Record Brief or Enlisted Record Brief will be redacted as a part of the board file.  These changes will help ensure that selection boards are as fair and impartial as possible.  This does not affect previous boards. https://www.hrc.army.mil/Milper/20-209

c. (3.D.13.C.2.) [Change to read] On 29 June 2020, the Secretary of Defense published the memorandum, Exemption of Authorized Leave for Department of Defense Service Members from Coronavirus Disease 2019 Personnel Movement and Travel Restrictions, reference K. Per SECARMY VOCO, all units will follow the guidance in reference K. Unit-level commanders and other leave approval authorities pursuant to AR 600-8-10, not below the company, battery, or detachment level, will use the procedures in AR 600-8-10 to process leave and pass requests for Soldiers. This authority may be further restricted by commanders and supervisors in the chain of command or supervision.

d. (3.D.13.C.2.A.). [Add] Leave approval authorities will conduct a risk assessment of the health status and travel itinerary for Soldiers requesting leave. Soldiers should not travel if they display a fever or other symptoms consistent with COVID-19 or if they have had close contact with someone who has tested positive for COVID-19 within the past 14 days. Soldiers will comply with any DOD, federal, state, and local restrictions while in a leave status.

e. (3.D.13.C.2.B.) [Add] Commanders and supervisors will follow the procedures in reference l (DOD Force Health Protection Supplement 4) for all Soldiers traveling on leave.  Commanders and supervisors will establish a means of communication with all Soldiers throughout the period of leave and the post-travel process, as well as prescribing actions for their particular circumstances.
