1. RECOMMENDED PRE-DEPLOYMENT TRAINING FOR HUMAN RESOURCES (HR) PROFESSIONALS AND SRC-12 UNITS. From USARCENT G-1: During the most recent deployment of the 310th HRSC it was discovered that incoming HR Soldiers and SRC-12 units were arriving into theater untrained. To validate this observation, the 310th HRSC Senior Warrant Officer created a simple survey which was distributed by email in order to obtain quantitative data to confirm or refute the existing perception.  The responses, combined with additional feedback from the field, were broken down into core functional training to determine which areas required more focus in terms of specific human resources training.  Attached at the following link are areas that USARCENT G-1 Plans and Operations Branch recommends units pay closer attention when conducting pre-deployment training. https://www.milsuite.mil/book/docs/DOC-536118

2. SGLV 8286s. From Army Soldier Records Branch, HRC: SGLV 8286s MUST be processed in SOES.  Army Soldier Records Branch technicians will not process SGLV 8286s that are submitted to iPERMS in a batch. The only exception is for University cadets without a CAC whose admin personnel are submitting the SGLV 8286 as part of their accession packet. 3. SGLI ZERO OR DECLINATION OF COVERAGE. From the SOES Team: The SOES team has discovered that any Soldier that declined SGLI coverage prior to SOES (1 October 2017) would have had $0 SGLI coverage loaded into SOES. These Soldiers cannot confirm and certify the declination (they have already declined coverage and their documented declination should already be in iPERMS). They may however request an increase in coverage, confirm and certify, which would generate a SOES document transfer to iPERMS. In July of 2019 the Army will submit a request to the DMDC SOES team to allow annual updates, recertifying zero coverage, pay inquiry for correcting premium coverage amounts and unit status reports at the brigade level or division level. 1. IPPS-A FRAGO 4 (DATA STRATEGY) TO HQDA EXORD 009-16 (DRAFT). From the IPPS-A Team: Attached for review is the latest draft of FRAGO 4 (Data Strategy) to HQDA EXORD 009-16. These important documents direct the MACOMs to ensure data correctness between ATMS, eMILPO, DFAS and DJMS. 2. EXCEPTIONS TO POLICY ON USING PATRIOT EXPRESS (AE CMD MEMO 2018-037), 28 AUG 18. This memorandum from the USAREUR CG provides guidance to leaders in the rank of colonel (06) or equivalent regarding exemptions for Soldiers and their Family members from using Patriot Express (PE) when arriving at or departing from USAREUR units in Germany. This memorandum provides guidance and sample justifications for the use of commercial air transportation instead of PE. Although this memorandum does not contain an all-inclusive list of justifications for granting ETPs, it provides leaders with a flexible framework to approve the use of commercial air transportation instead of PE when appropriate. 6. 200TH REGIMENT (LEADERSHIP) AVAILABLE COURSES (ARNG). The 200th Regiment (Leadership), Fort McClellan, AL is looking for motivated National Guard Soldiers who desire to enhance their career by attending Officer Candidate School (OCS) or Warrant Officer Candidate School (WOCS).  As a Total Army School System (TASS), the 200th RTI runs an accelerated and a traditional OCS program conducted in three phases.  The 200th RTI also conducts a 31B MOS-T reclassification course for anyone who desires to reclassify into the 31B MOS, and multiple 12N (Engineer) MOS-T reclassification courses throughout the year. The Human Resources Command (HRC) implemented software changes (8 June 2018) to allow for near real-time processing of eMILPO Overseas Tours, Assignment History and Awards transactions for commissioned and warrant officers. The software changes should significantly reduce: the number of Trouble Tickets, the need to submit PASS-R transactions, and provide users with near real-time TOPMIS/AIM ORB updates. d. ARMY MILITARY PAY E-MESSAGE 18-039, ASSIGNMENT INCENTIVE PAY FOR INVOLUNTARY EXTENSIONS. Effective immediately , this memorandum cancels the Principal Deputy Under Secretary for Defense for Personnel and Readiness (PDUSD(P&R)) memorandum, Hardship Duty Pay and Assignment Incentive Pay Policy, dated November 13, 2008, which directed the payment of Assignment Incentive Pay in the amount of $1,000 per month to Service members involuntarily extended beyond 12 consecutive months Boots-on-the-Ground or 12 months within a 15-month period (365 days out of 450 days) in Iraq (to include staging in Kuwait), Afghanistan, or Certain theater units (CTU’s).
