AG NCOs – ALC/SLC NCO Common Core Competencies POI Guidance

Leader Core Competencies (LCC) is becoming NCO Common Core Competencies (NCO C3).  The six NCO C3 major topic areas (Leadership, Communications, Readiness, Training Management, Operations, and Program Management) are doctrinally based and taught in NCO Professional Military Education (PME), as part of the Army’s NCO Professional Development System (NCOPDS), common to all Noncommissioned Officers regardless of Military Occupational Specialty (MOS), rank, or position.  FM 6-22 states: “Through a mix of education, training, and experience, Army leader development processes produce and sustain agile, adaptive, and innovative leaders who act with boldness and initiative in dynamic, complex situations to execute missions according to doctrine, orders, and training.”  NCO C3 topics support the four Army Learning Areas, include subjects that are sequential and progressive, and build on skills, knowledge, and abilities of every NCO by enhancing a shared understanding required to operate effectively as a professional member of a ready and lethal force.  

The 55 hours of Advanced Leader Course (ALC) NCO C3 and Senior Leader Course (SLC) NCO C3 is approved for funding beginning Fiscal Year (FY) 2021 (1 October 2020).  The Training Operations Management Activity (TOMA) is requiring Centers of Excellence (CoEs) and schools to submit programs of Instruction (POIs) to supersede validated course administrative data (CADs) no later than 30 September 2020.  The Noncommissioned Officer Leadership Center of Excellence (NCOL CoE) will update the ALC/SLC NCO C3 lesson plans by March 2020 so that Centers of Excellence (COEs) and Army schools can submit POIs by the suspense.  The ALC NCO C3 curriculum will be available in the Training Development Capability (TDC) system under school code 400-ALC Version 2.1, lesson number series A200.  The SLC NCO C3 curriculum will be available in TDC under school code 400-SLC Version 2.1, lesson number series S300.  All lesson plans, PowerPoint slides, videos, facilitator materials, and learner materials are available in the zip file when one generates the lesson plan report in TDC.

The NCOL CoE, Directorate of Curriculum Development (DCD) will host a train the trainer (T3) workshop in May and/or June 2020 in order to familiarize ALC and SLC facilitators with the updated curriculum.  The exact dates are to be determined.
