1. GROOMING STANDARDS DURING THE COVID-19 CRISIS.  From Sergeant Major of the Army (SMA) Michael A. Grinston:  “We continue to rely on and trust the judgement of our leaders throughout the Army to protect the health of the force at their installations. Grooming standards are an important part of good order and discipline in the Army, though at the end of the day, we need to make sure we’re doing what we can to keep our people safe. Just like with readiness and protecting the force, it’s not an easy balance to strike. There isn’t a one-size-fits all solution. We have to be agile, and I know we have the right leaders in the right places to make these tough decisions. At the Department of the Army level, we’re constantly assessing the situation and refining guidance to the force. It’s going to take the whole Army working together and adapting as we go, but we will kill the virus.”

2. FRAGO 17 TO HQDA EXORD 144-20 ARMY WIDE PREPAREDNESS AND RESPONSE TO CORONAVIRUS (COVID-19) OUTBREAK (FOUO), DTG: 020028Z APR 20. Among other items, this FRAGO provides guidance on inspection and shipment of ventilators, additional reporting requirements for COVID-19 testing, medical maintenance support, and financial management funding guidance.

3. FY19 BRIGADIER GENERAL, ARMY COMPETITIVE CATEGORY, PROMOTION SELECTION LIST. The Senate confirmed the FY19 Brigadier General, Army Competitive Category, Promotion Selection List on 20 March 2020.  The officers listed at the following link have been confirmed for promotion to the rank of brigadier general.

a. ALARACT 032/2020, 2019 ARMY OPERATIONS SECURITY AWARD WINNERS (FOUO), DTG: R 012221Z APR 20. This ALARACT announces the Operations Security (OPSEC) award winners for calendar year 2019. Army OPSEC achievement awards recognize significant OPSEC accomplishments of Army personnel and organizations for their creative and innovative application of techniques or methods to solve problems related to OPSEC.

a. MILPER MESSAGE 20-091, GUIDANCE FOR CONDUCTING CONFIRMATORY BODY FAT PERCENT ASSESSMENT FOR THE ARMY BODY COMPOSITION PROGRAM (ABCP), ISSUED: [4/2/2020 8:41:56 AM]. This message issues guidance regarding the administration of a confirmatory body fat percent assessment if a Soldier’s body circumference does not meet the Army Body Composition Program (ABCP) standards; and clarifies AR 600-9 as the authoritative regulation with regard to the options commanders will initiate when a Soldier fails the body fat standards during the 12-month period following removal from the ABCP.  This message applies to all Army components.

b. MILPER MESSAGE 20-092, ENLISTED PROMOTIONS EXCEPTIONS TO POLICY GUIDANCE DURING THE CORONAVIRUS (COVID-19) OUTBREAK, ISSUED: [4/2/2020 11:08:16 AM]. This MILPER message applies to enlisted promotions for Regular Army (RA) and United States Army Reserve (USAR) Soldiers. Effective immediately, due to travel and training restrictions established to protect the force and preserve readiness, this MILPER provides guidance for approved exceptions to policy concerning promotion of enlisted Soldiers.  Unless sooner terminated, these exceptions to policy remain in effect through 30 September 2020.

c. MILPER MESSAGE 20-093, GLOBAL WAR ON TERRORISM EXPEDITIONARY AND SERVICE MEDALS – OPERATION OBSERVANT COMPASS, ISSUED: [4/2/2020 11:14:47 AM]. The purpose of this message is to announce that The Assistant Secretary of Defense approved Operation OBSERVANT COMPASS (OCC) as a designated operation for award of the Global War on Terrorism Expeditionary Medal (GWOTEM) and the Global War on Terrorism Service Medal (GWOTSM). The period of the award is from October 1, 2011 to September 30, 2017.  The associated GWOTEM area of eligibility for OCC is:  Uganda, Democratic Republic of Congo, Central African Republic, and Republic of South Sudan, to include the respective airspace of each.

1. TAG SENDS, 31 MAR 2020.  From BG Robert W. Bennett, Jr., The Adjutant General of the Army:  “During these unprecedented times, I would like to make you aware of a few important notes within our directorate that has greatly impacted each of us.  I want to reassure the field, The Adjutant General Directorate (TAGD) remains committed in providing seamless first-class service to our Soldiers, Veterans, Family members, and Civilian employees.” This “TAG Sends” includes updates on The Army Service Center (ASC) (24/7 call center), scheduled boards, enlisted promotions exceptions, the Transition Assistance Program, the DA Postal Program, ID Cards, and US Army Physical Disability Agency operations. 2. EXCEPTION TO POLICY CONCERNING ENLISTED RETENTION DURING THE CORONAVIRUS (COVID-19) OUTBREAK, 30 MAR 20. Memo from the Army G-1: Attached at the following link is the Army G-1 signed exception to AR 601-280 Paragraph 3-8d(2). This authorizes the use of the last record APFT to qualify Regular Army Soldiers for continued service, regardless of when the APFT was last administered.  Career Counselors with questions should contact their immediate retention team hierarchy.

3. FY20 USAR TPU SGM PROMOTION BOARD RESULTS. Attached are the FY20 TPU SGM Promotion Board results. Soldiers who have been recommended for promotion to SGM (E-9) will be contacted by HRC for United States Army Sergeants Major Academy enrollment.

4. FY20 USAR TPU SFC (FEB) PROMOTION BOARD RESULTS. Attached are the results from the FY20 TPU (FEB) SFC Promotion Board held by the 81st Readiness Division.


6. GUIDANCE FOR USAR COMMANDS NEEDING TO OBTAIN DISABILITY EVALUATION SYSTEM (DES) INFORMATION FOR THE COMMANDER’S READY AND RESILIENT COUNCIL (CR2C) REPORT.  From the Army Reserve Medical Management Center (AR-MMC): The following link will provide instructions on how to get the information needed for the report.

7. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 25-31 MARCH. This update includes an updated list of current talent management initiatives.

We must remain vigilant in our efforts to stay healthy so that we can return to life as we knew it before COVID-19’s outbreak. a. ARMY DIRECTIVE 2020-03, INSTALLATION ENERGY AND WATER RESILIENCE POLICY, 31 MAR 20. This directive issues policy to strengthen energy and water resilience to reduce the risk to Army missions posed by utility disruptions affecting installations.

1. ALARACT 029/2020, ARMY GUIDANCE FOR FILING PERMANENT CHANGE OF STATION (PCS) AND TEMPORARY DUTY (TDY) TRAVEL CLAIM FOR SOLDIERS IMPACTED BY CORONA VIRUS 2019 (COVID-19) AND MILITARY PAY AND ALLOWANCES FLOWCHART (FOUO), DTG: R 301324Z MAR 20. This message provides procedural guidance to ACOMs, ASCCs, and DRUs for filing permanent change of station (PCS) or temporary duty (TDY) travel claims when Soldiers’ and/or dependents’ travel are impacted by COVID-19. Due to covid-19 outbreak and stop movement travel restrictions, Soldiers and family members may experience delays and travel hardships. This message provides Soldiers and leaders with COVID-19 pay and allowances flowcharts (attachment 1) to help identify assistance available and how to process travel claims.

2. ALARACT 031/2020, PROCEDURAL GUIDANCE IN SUPPORT OF REQUESTS FOR ON-STATION EXTENSION AND ASSIGNMENT DEFERMENT/DELETION IN RESPONSE TO COVID-19 HARDSHIPS (FOUO), DTG: R 302211Z MAR 20. This message applies to Regular Army (RA) commissioned officers and enlisted Soldiers and United States Army Reserve – Active Guard Reserve (USAR-AGR) commissioned officers and enlisted Soldiers in both CONUS and OCONUS locations, and  provides procedural guidance to ACOMs, ASCCs, and DRUs in support of requests for assignment deletions or deferments in response to the COVID-19 outbreak. Soldiers who are on assignment instructions/orders under stop move may request stabilization at their current duty station by submitting an assignment deletion or deferment request to their leadership and follow the procedures noted in this message.

3. HQDA EXORD 164-20 ARMY PHYSICAL FITNESS TEST (APFT) AND ARMY COMBAT FITNESS TEST (ACFT) DURING THE CORONAVIRUS (COVID-19) OUTBREAK (FOUO), DTG: 311945Z MAR 20. Effective immediately, adjustments to the training and conduct of the Army Physical Fitness Test (APFT) and Army Combat Fitness Test (ACFT) are implemented to better support COVID-19 mitigation measures, while still ensuring the physical readiness of our Soldiers. 4. AG SCHOOL FY20 SPRING HR CREDENTIALING OPEN ENROLLMENT EXTENDED TO 30 APR 20.  From the AG Proponent: Due to the COVID-19 crisis the AG Proponent is extending the FY20 Spring AGS Credentialing Application period from 18 Mar 20 to 30 April 2020.  This will afford Commanders more time to review applications. 5. APRIL 2020 42A MONTHLY UPDATE. From the AG Proponent: Disseminating the 42A Monthly Update a little differently this month.  The update was sent through the ACT platform allowing it to be sent to every active duty 42A. It is also attached at the following link on S1NET.

6. APRIL 42A SGT & SSG PROMOTION ANALYSIS. From the AG Proponent: The document at the following link is to provide the Human Resources Field an analysis of the April 2020 42A Semi-centralized promotion results. This analysis considers each area that Soldiers are awarded promotion points with data pulled from Datastore.

7. NEW ARMY REGULATION 20–1, INSPECTOR GENERAL ACTIVITIES AND PROCEDURES, 23 MAR 20. The US Army IG School has asked that we announce the publication of a new AR 20-1, with an effective date of 23 Apr 20. The regulation is available on the APD website, and at the following link on S1NET.  As an additional resource, also attached is a slide presentation capturing the major changes that appear in the regulation. Command IGs may use this Summary-of-Change slide presentation as a training aid to bring everyone in the office up to speed on the current changes.

8. NEW VIDEOS TO ASSIST iPERMS’ SCAN OPERATORS. The Army Soldier Records Branch has posted two new videos to assist iPERMS’ Scan Operators. Visit the following link for more information.


10. TRANSFORM CATASTROPHIC THINKING INTO PURPOSEFUL ACTION. From the Army Resilience Directorate: Have you found yourself worrying about the health of those you love? How to pay the bills with a family member’s loss of income?  What your PCS will look like? During the coronavirus pandemic, when things we care about are on the line and everything is unclear, we are more likely to experience “catastrophic thinking. b. ARMY MILITARY PAY E-MESSAGE 20-019, ASSIGNMENT INCENTIVE PAY (AIP) RE-AUTHORIZATION FOR 14TH MISSILE DEFENSE BATTERY (MDB). The purpose of this message is to inform all of the re-authorization for Assignment Incentive Pay (AIP) 14TH Missile Defense Battery (MDB) effective 1 October 2019.
