IPPS-A R3 GO-LIVE IS HERE! 

HR Professionals (and any user with a subcat role, to include those with the Commander’s bundle) have access as of 0900 EST on 20 December 2022.
On 3 January 2023, Leaders and Managers will have access to process, route or approve actions.
And on 9 January 2023, all service members will have self-service access.
Focus early on your priority of work items that need to be completed to ensure Soldiers get promoted as we begin to quickly regain accountability within the system.

DA Selection Boards:

Please be advised that due to the Army’s transition to IPPS-A several legacy HR systems can no longer be updated. As a precaution the Army archived Record Briefs of all Soldiers who would meet a centralized selection board prior to April 2023. Record Briefs are not source documents, but we know they are used as a summary of information for selection boards. Soldiers that will be considered by a centralized board should view and certify their board files as laid out by the related MILPER. If significant discrepancies exist between one’s file and their Record Brief, they can submit a letter to the board highlighting those concerns. Soldiers should continue to submit documents to iPERMS, which was unaffected by the transition to IPPS-A. Board Members sitting on centralized selection boards are informed to not rely on the Record Brief for up-to-date critical information and, if needed, should review the Soldier’s iPERMs. By April 2023 centralized selection boards will be fed by IPPS-A data so please ensure that Service Member data is accurately captured in IPPS-A.

Officer Promotions

The HRC Officer Promotions team will begin working backdated orders and future January Promotions at Go-Live! Any updates to Suspension of Favorable Personnel Actions (SFPAs) must be completed in IPPS-A no later than 29 December 2022, 1159 EST. The IPPS-A priority of work checklist requires this task is completed as a “day 1 task” at Go-Live. Succuss is important in preventing any erroneous promotions. The Officer Promotions, Special Actions Team is working in accordance with the same timeline in the effort to add or remove all HQDA Flags.

The monthly MILPER for Officer AC and AGR promotions are anticipated for release NLT 23 December to the HRC website: https://www.hrc.army.mil/milper.

IPPS-A changes the way Soldiers receive their promotion order. An order is not generated in IPPS-A until the effective date of promotion if all eligibility is met. HR Professionals at the unit level need to ensure that all promotion transactions (waivers/reductions) that should have occurred during the brownout are completed in IPPS-A. Decentralized promotions that were effective in November 2022 have to be reviewed and corrected (adjust DORs), as needed. AMHRR/iPERMS:

Servicemembers must log into iPERMS with a DoD certificate/CAC using the EAMS-A login option to successfully initiate, view and or complete Record Reviews. The DS LOGON option cannot be utilized to initiate or complete Record Review tasks.

Effective 16 December 2022, SRB upload is no longer required to initiate a Personnel Record Review (PRR) in iPERMS.

All record briefs are being transferred from eMILPO to iPERMS in preparation for IPPS-A R3 and eMILPO going offline 27 December.

Per MILPER Message 22-318, Soldiers will execute a new, signed and verified DD Form 93 when there is a change in any item except unit (block 3b.), which includes, but is not limited to, marriage, divorce, or the addition of children or if changes are required (other than block 3.b. Unit /Duty Station). If there are no changes, it is not required to submit a new DD 93. During the annual PRR, the Soldier will select “DD 93 Accurate” from the dropdown and digitally sign the record review using the Common Access Card once the review is complete.

Casualty Operations

TRANSPROC Outage

The Transition Processing (TRANSPROC) system will be unavailable from 2100 hrs EST, 23 December 2022 to 1630 hrs EST, 9 January 2023 to perform deployment of the Installation Support Module (ISM) release for the new IPPS-A R3 interface. This will delay the production of DD214, DD215, and office computations until after 9 January.

TAG Sends: Promotions Update during the Brownout/Cutover (BOCO)

Teammates,

IPPS-A Release 3 Go-Live date is 20 December 2022 with a phased approach to user access.  On 20 December, HR professionals, including all subcategories, will have access to IPPS-A.  All other users will have access in January 2023, date to be published.

Continue to complete required training and complete priorities of work in preparation for Go-Live on 20 December.

Promotions Update during BOCO

The Brownout/Cutover (BOCO) period and implementation of IPPS-A impacted Soldier promotions (Officer, Warrant Officer, and Enlisted) during the months of November through January. Those who were promoted during this period can expect that pay and date of rank will be applied retroactively.  Commanders can authorize promotion ceremonies if all requirements are met (see below).

Enlisted Promotions Impacted During IPPS-A Transition

During BOCO, the Enlisted Promotion Branch will post sequence reports, by name reports, and cutoff scores in accordance with current policy on the HRC website.  The December list was posted, and January list is anticipated to post on time.  Commands are authorized to hold promotion ceremonies for Enlisted Soldiers selected for promotion in December and January.  Soldiers must not have any active Suspension of Favorable Personnel Action (Flags) – MILPER message 22-436.

Semi-Centralized and Centralized Promotion Information (SGT-SGM):

  • December 2022: All promotions and pay transactions will be late, but retroactive to 1 December 2022.

  • January 2023:  Eligibility criteria was established as of 9 November 2022 (normally 26 November 2022).  Promotion transactions will be late, but retroactive to 1 January 2023.

  • February 2023: Eligibility criteria will be established as of 3 January 2023 (normally 26 December 2022). Timely transactions and pay are expected.

Decentralized Promotion Information (PV2, PFC, SPC):

  • November 2022:  Pay and promotion will be delayed, but retroactive to the date the Soldier would have been promoted starting 10 November.

  • December 2022:  All promotions and pay transactions will be late, but retroactive to December 2022 respective DOR.

  • January 2023: Timely transactions and pay are expected.

December Enlisted Promotion Lists:

The Enlisted Promotions Branch sent an email to all Soldiers affected by the promotion delay on 30 November and 1 December reiterating the December delays due to BOCO as scripted below:

“You are receiving this message to inform you that your December promotion order is delayed. All orders for Soldiers eligible for promotion will be processed within the Integrated Personnel and Pay System – Army (IPPS-A) once the system is deployed.  All back pay and allowances will be paid retroactive to the effective date of your promotion order.  This delay is due to the IPPS-A brownout, initiated 10 November 2022.  Promotion orders are delayed to ensure the proper permanent date of rank is captured in the authoritative system, IPPS-A.

Officers Promotions Impacted During IPPS-A Transition

During BOCO, Commanders may grant permission for Officers to conduct promotion ceremonies, if all promotion eligibility criteria are met per regulatory guidance.  Officers must not have any active Suspension of Favorable Personnel Action (Flags) – MILPER message 22-446.

HRC will continue to publish a monthly MILPER message with approved sequence numbers brownout/cut over period.  Officers with an effective date of promotion from 8 November 2022 and beyond will not receive promotion orders until after IPPS-A Go-Live.  Orders will be generated in IPPS-A within 30 days after Go-Live. Date of Rank (DOR) will be backdated to the effective date of promotion and back pay due will be retroactive.

Officer Promotions sent an email to all affected Officers with November Promotion dates on 10 November.  Additionally, DFAS sent messages to affected Officers with December Promotion dates on 29 November 2022, via “Smartdoc” reiterating the promotion delays due to BOCO as scripted below.  The DFAS call centers are armed with information to assist Soldiers with questions specific to pay delays during BOCO.

For HQDA initiated Flags, the Promotion Special Action Branch at HRC will manually log and track Flag code F flags, Delay of Promotion or removal from selection list, and the affected officer will receive a notification to their army.mil/mail.mil email with a manual DA Form 268.  The Promotions Special Action Branch will input HQDA F in IPPS-A within seven (7) days after go-live.

2. GUIDANCE ON ARMY CREDENTIALING ASSISTANCE (CA) PROGRAM. From HRC ACES:  On 6 June 2018, The Secretary of the Army signed Army Directive 2018-08, establishing the Army’s Credentialing Assistance (CA) Program with an effective date of 6 September 2018.  This program allows eligible Soldiers to receive funding for courses or exams that lead to an industry-recognized academic or vocational credential. Although the CA Program starts on 6 September 2018, only Soldiers participating in the Limited User Test (Regular Army Soldiers stationed at Fort Hood, TXARNG Soldiers, and TXUSAR Soldiers) will be able to request CA starting on this date for courses or exams scheduled after 1 October 2018. Soldiers stationed outside of Texas are not currently eligible to receive CA. 3. POST-9/11 GI BILL CHANGE. The Department of Defense issued a change to Department of Defense Instruction (DoDI) 1341.13, “Post-9/11 GI Bill,” updating policy on the transfer of Post-9/11 GI Bill educational benefits (TEB) by service members to eligible family members. Effective one year from the date of this change, eligibility to transfer Post-9/11 GI Bill education benefits will be limited to service members with at least six years, but not more than 16 years, of total creditable service. There is no change to current provisions requiring service member to have at least six years of service to apply to transfer benefits, and making a four-year commitment in the Armed Forces. 4. HQ IMCOM G-1 LAUNCHES EMPLOYMENT CONNECTION EFFORT FOR TRANSITIONING SOLDIERS. The G-1 Transition Services Branch would like to connect transitioning Soldiers with the Metropolitan Atlanta Rapid Transit Authority (MARTA) Police Department in Atlanta, GA.  MARTA is a unique agency that is also involved in a specialized type of Law Enforcement. They are charged with the responsibility for providing a safe environment for thousands of customers who use their transportation system every day. 5. RESIDENT MILITARY TRAINING PROMOTION POINT YES/NO STATUS, UPDATED 02 JULY 2018. 7. OPORD 18-105 (UNITED STATES ARMY RESERVE COMMAND (USARC), GUIDANCE AND REQUIREMENTS REGARDING THE LAUTENBERG AMENDMENT (LA) SEMI-ANNUAL REPORTING), 100930ZJUL18. The LA to the Gun Control Act of 1968 makes it a felony for any person convicted of a misdemeanor crime of domestic violence on or after 27 Nov 02, to ship, transport, possess, or receive firearms or ammunition.  This law applies to all Soldiers throughout the world, including those in hostile areas.  It applies to Army-issued, as well as privately-owned firearms and ammunition.
