Update, 1 March 2020

1. Effective 21 February 2020, the Chief of Staff of the Army has approved the wear of the Shoulder Sleeve Insignia-Former Wartime Service (SSI-FWTS) for Soldiers that are serving and have served in Somalia since 1 January 2004 to a date to be determined. In order to provide consistency and recognition, the Soldiers serving in Somalia receive Combat Zone Tax Exclusion (CZTE) and Imminent Danger Pay (IDP). There is no time-in-theater requirement for the wear of the SSI-FWTS and orders are not created to authorize its wear.

2. Currently serving Soldiers who were deployed, TDY or permanently assigned to Somalia during this timeframe, sent on official military orders will use their Permanent Change of Station (PCS), Temporary Change of Station (TCS), or Temporary Duty (TDY) orders as source documentation to wear the SSI-FWTS in accordance with AR 670-1 paragraph 19-17a. (4)(a)-(d).

3. Retired or Former Soldiers who were deployed, TDY or permanently assigned to Somalia during this timeframe, sent on official military orders will use their Permanent Change of Station (PCS), Temporary Change of Station (TCS), or Temporary Duty (TDY) orders as source documentation. Retired or Former Soldiers may also use their DD Form 214 as a source document to wear the SSI-FWTS if properly annotated with tour to Somalia during the prescribed period. In accordance with AR 670-1 paragraph 19-17a. (4)(a)-(d); paragraph 21-3 “Retired Personnel”; paragraph 21-4 “Former Members of the Army”.

4. Soldiers who are authorized the SSI-FWTS for this timeframe in Somalia are also authorized the corresponding Combat Service Identification Badge (CSIB) for wear on the Army Service Uniform (ASU).
