1. EXCEPTIONAL FAMILY MEMBER PROGRAM (EFMP) POLICY REMINDER. From the HRC Medical Coordination and Family Travel Team: Units are reminded that EFMP policy changes set forth in ALARACT 325-2011 (attached at the following link) are still applicable until the guidance is incorporated into the forthcoming AR 608-75 update, and other applicable regulations.  Specific attention should be given to Para 4A of said message, which directs use of the MEDPROs EFMP report for unit EFMP management, as well as inclusion of EFMP management in unit Organizational Inspection Programs (OIP).  Units without MEDPROs access can register on line.  https://www.milsuite.mil/book/docs/DOC-618623

2. ACTIVE COMPONENT ENLISTED CREW AND KEY LEADER STABILIZATION VIA ASSIGNMENT ELIGIBILITY AND AVAILABILITY (AEA) CODE F, “CREW STABILIZATION”. The HRC Enlisted Personnel Management Directorate (EPMD) has updated the guidance for Active Component Enlisted Crew and Key Leader Stabilization via Assignment Eligibility and Availability (AEA) Code F, “Crew Stabilization.” This stabilization is based on specific duty positions during specific timeframes, and is not a full-unit deployment stabilization, an operational stabilization, or Stop Move. 4. UPDATED NATIONAL GUARD REGULATION (NGR) 680-1, PERSONNEL ASSETS ATTENDANCE AND ACCOUNTING, 15 APR 19. From ARNG Army Personnel Division (ARNG-HRP):  NGR 680-1 has been revised, and the new regulation is available for download from the National Guard Bureau Publications and Forms Library website [https://www.ngbpdc.ngb.army.mil/]. It updates guidance for revised training and retirement category (TRC) codes and non-prior-service drill performance limits; and it incorporates EBDL reporting guidance. FORSCOM G1 Audit Support Team would like to recognize 10th Mountain Division Human Resources Operations Center (HROC) for outstanding military pay audit support during the FY19 First Quarter. MAJ Kramer, CW3 Katrina Jones, and MSG Stephane Pressoir are top Military Pay Audit Performers for 1st Quarter FY19. a. MILPER MESSAGE 19-143, WRITTEN BONUS AGREEMENT (WBA) UNDER THE SELECTIVE RETENTION BONUS (SRB) PROGRAM FOR THE REGULAR ARMY, ISSUED: [5/7/2019 3:01:32 PM]. The WBA, within the SRB program, is established to provide the Army with an agile and flexible process to incentivize Soldiers currently on indefinite term reenlistment contracts to continue serving in the Regular Army. This message authorizes an SRB to Soldiers through the execution of a WBA.  The eligibility requirements in this MILPER message must be met in order to request payment of an SRB under a WBA.  https://www.hrc.army.mil/Milper/19-143

b. MILPER MESSAGE 19-144, ESTABLISHMENT OF THE MASTER GUNNER IDENTIFICATION BADGE, ISSUED: [5/8/2019 2:05:23 PM]. The Assistant Secretary of the Army (Manpower and Reserve Affairs) has approved the establishment of the Master Gunner Identification Badge (MGIB).  The MGIB is authorized for award to U.S. and foreign military personnel that qualify.  The MGIB is effective the day of this MILPER release and retroactive to 1 Oct 75.
