1. SOLDIER TRAINING DATA ENTRY MOVES FROM eMILPO TO DTMS. From Combined Arms Center – Training (CAC-T): TRADOC and HRC are eliminating the requirement for redundant manual training data entry into both Digital Training Management System (DTMS) and eMILPO by establishing an interconnection to automate the transfer of unit-managed Soldier data. Beginning 12 Jan 19, Soldier training data used by HRC for Soldier Record Briefs as well as Promotion Point Worksheets for E4 – E5 (i.e., APFT score, AR 600-9 testing result, and individual weapon qualification) will be received electronically from DTMS. Once established, HRC will disable training data entry capability in eMILPO. To support this change, units should immediately begin reviewing all Soldier training readiness data in DTMS to ensure data is correct. During the transition, it is recommended that commands have trained S-1 personnel use eMILPO to verify the accuracy and completeness of data received from DTMS. https://www.milsuite.mil/book/
2. PROCESS MAP: ARMY PHYSICAL FITNESS TEST (APFT) AND WEAPONS QUALIFICATION CYCLE FOR PROMOTION POINTS. From HRC Enlisted Promotions: The process map attached at the following link provides HRC Enlisted Promotions guidance on the change noted in para 2 above. For regular Army, all transactions for training readiness data (APFT, weapons qualification and HT/WT) will be entered into DTMS by the unit DTMS manager NLT the 5th calendar day of each month to accurately reflect in the automated Promotion Point Worksheet (PPW). If the 5th calendar day falls on a non-duty Day, then data must be completed on the last duty day before the 5th Calendar day. The update from DTMS to eMILPO is expected to take 18-36 hours, and the update from eMILPO to the PPW is expected to take 24 hours. 3. EXCEPTION TO POLICY FOR KOSOVO FORCE’S (KFOR) REQUEST TO PURCHASE AND WEAR A KFOR BRASSARD, 8 JAN 19. From Army G-1 Uniform Policy: The memo at the following link approves the request for exception to policy for local purchase and wear of the KFOR Brassard. Approval of this request adds a distinctive insignia that identifies the U.S. Forces as being integral to the Allied Forces comprising the Multinational Battle Group-East (MNBG-E). 4. UPDATE TO REQUIRED AWARD DOCUMENT FILING. From HRC Awards and Decorations Branch: An update has been posted to the iPERMS required documents list. This update has added a requirement to file approval and disapproval decisions not executed on a DA Form 638. This primarily affects Purple Hearts and combat badges, though there may be others not referenced here. If a Soldier requests a Purple Heart or combat badge in theater, then the approval authority should announce his or her decision in either a permanent order (i.e. approval) or a disapproval memorandum. That decision must be filed in the Soldier’s AMHRR via iPERMS. Disapproval documentation is critical in the awards management process, because it makes leaders aware of decisions made by others and ultimately, it protects the integrity of the award(s) and its meaning. https://www.milsuite.mil/book/
