1. REVIEW OF FM 1-0, HUMAN RESOURCES SUPPORT, FINAL DRAFT.  Memo from COL Marcus A. Motley, Commandant, Adjutant General School: FM 1-0, Human Resources Support, provides the fundamentals, principles, and concepts of Army human resources (HR) support doctrine. This revision is a major overhaul of the current FM 1-0 as it describes how to provide HR support to the Army during Large Scale Combat Operations (LSCO). The final draft accounts for and incorporates guidance and recommendations from comments received during the initial draft staffing. a. MILITARY PAY E-MESSAGE 20-041, NEW DA FORM 31, REQUEST AND AUTHORITY FOR LEAVE. The purpose of this message is to provide guidance on the use the new DA Form 31, Leave Form. Effective 16 July 2020, the new DA Form 31 (Request and Authority for Leave) was authorized and approved for immediate use. In block number (3) of the DA Form 31, the Department of Defense Identification (DoD ID) must be used and will be accepted in place of the Social Security Number, as prescribed by DoD guidance. HQDA Warrant Officer Accession selection boards convene to consider eligible applicants for appointment as a Warrant Officer (WO) in the U.S Army with concurrent order to active duty. All eligible applicants are evaluated by the HQDA WO selection board, convened at HQ, USAREC.  Those selected will be scheduled for Warrant Officer Candidate School (WOCS) and the appropriate Warrant Officer Basic Course (WOBC). In furtherance of the Secretary of the Army’s prioritization of talent management, the Chief of Staff of the Army is implementing an additional step to the Army Competitive Category (ACC) Command and Key Billet Centralized Selection List (CSL) process:  the Colonels Command Assessment Program (CCAP).  The purpose of the CCAP is to expand the Army’s understanding of each officer’s talents and assess their strategic leadership potential and readiness for command.  The CCAP will consider the results of the CSL board; cognitive, non-cognitive, physical, written, and verbal assessments; and a series of interviews.  Beginning with the FY22 ACC COL CSL board, the Army will use the CCAP results to inform principal command selects, alternate command selects, and removal of officers from command consideration.  https://www.milsuite.mil/book/docs/DOC-853789
