1. DELEGATION OF AUTHORITY TO APPROVE TRAVEL OF ARMY PERSONNEL AND CONDITIONS FOR RETURN TO UNRESTRICTED TRAVEL, 9 JUN 20. This memo from the Secretary of the Army delegates waiver (previously referred to as ETP) approval authorities, for travel from, to, or through locations that the Under Secretary of Defense for Personnel and Readiness (USD P&R) and other required authorities have not determined are unrestricted, to the Vice Chief of Staff of the Army for General Officer (GO) permanent change of station (PCS) travel, and the first GO or member of the Senior Executive Service in an individual’s chain of command or chain of supervision for all other waivers. Approval authorities may grant waivers in writing where travel is: (1) determined to be mission essential; (2) necessary for humanitarian reasons; or (3) warranted due to extreme hardship. https://www.milsuite.mil/book/docs/DOC-821938

3. REQUESTING FEEDBACK FOR THE PERSONNEL READINESS LEADER’S HANDBOOK. From the Army G-1 Readiness Team: We want to hear from you!  The DMPM Readiness Team is requesting feedback for the Personnel Readiness Leader’s Handbook.  In an effort to make this a useful tool for leaders and HR professionals at all levels, we would like to know what you would like to see added/changed/removed.  The intent of this handbook is to provide a resource to assist leaders manage and reverse the trend of non-deployable Soldiers to achieve personnel readiness.  This handbook explains processes, roles, responsibilities, and available resources related to personnel readiness management. 4. POST-DEPLOYMENT/MOBILIZATION RESPITE ABSENCE (PDMRA) CLARIFICATION, 5 JUN 20. The memo for record (MFR) attached at the following link from the Army G-1 Compensation and Entitlements provides clarification of PDMRA policy for reserve component (RC) Soldiers mobilized or deployed to locations outside of the United States. Based on numerous inquiries from commanders, leaders, and individual Soldiers, the primary source of confusion surrounds earned PDMRA days when RC Soldiers are mobilized or deployed to locations outside of the United States, other than Iraq and Afghanistan. 5. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 03-09 JUN 2020. This week’s ATMTF SITREP is attached at the following link.  Among other updates, this SITREP provides an update on the 1SG Talent Alignment Assessment.  The ATMTF is in the initial stages of developing a First Sergeant Talent Alignment Assessment (1SG TAA), intended to give Army leaders the ability to better assess, select, and align first sergeants.  The 1SG TAA will utilize objective assessments, panel interviews, peer and subordinate feedback, past experience, and past performance to align senior enlisted talent.  The Army will execute a 1SG TAA pilot in December 2020. https://www.milsuite.mil/book/docs/DOC-821917

6. HRC RESERVE PERSONNEL MANAGEMENT DIRECTORATE (RPMD) STRATCOM – UPDATE TO RESERVE COMPONENT AGR DC COVID-19 DISTRIBUTION. This STRATCOM is an update to the RPMD STRATCOM published on 13 May 2020, and outlines how recent DoD and HQDA strategic guidance impacts permanent change (PCS) of station travel for Soldiers identified to move in DC 20-02. 7. KINGDOM OF SAUDI ARABIA (KSA) IMMINENT DANGER PAY (IDP) AND HARDSHIP DUTY PAY-LOCATION (HDP-L) CHANGES, 10 JUN 20. From the 469th Financial Mgt Spt Ctr, Camp Arifjan, Kuwait: On 4 June 2020, the Assistant Secretary of Defense issued a memorandum authorizing changes to IDP and HDP-L for the land area of KSA with an effective date of 14 September 2019.
