1. REVISED REQUEST FOR BLENDED RETIREMENT SYSTEM (BRS) CONTINUATION PAY (CP) – CALENDAR YEAR 2019 (CY19). The Army G-1 has provided a revised form to request BRS Continuation Pay.  The new form, Revision 1 20181204, is posted at the following link and is to be used for any request submitted for CP. 2. ADMIN PORTAL ACCESS GUIDE AND HEALTHCARE PORTAL ACCESS GUIDE (WITHIN MODS MEDICAL READINESS PORTAL). From OTSG: The Admin Portal and Healthcare Portal Access Guides are now available at the following link. Each guide provides step by step instructions for portal access. 3. OPORD 19-028, USARC, U.S. SECURITY CLEARANCE PROCESS – ELIGIBILITY AND IN/OUT – PROCESSING AND SEPARATION, 121633Z DEC 18. The U.S. Army Audit Agency (AAA) conducted an audit on security clearance processing in June 2018, to verify that controls were sufficient to ensure Soldiers have required and valid clearances, and are properly in- and out- processed from the Army’s clearance system of record. The audit determined that the controls were not sufficient to ensure timely separation action when Soldiers did not maintain clearances nor did it prevent them from obtaining higher clearances than needed. Geographic and Functional Commands (GFCs) will identify Soldiers who failed to maintain or obtain a security clearance appropriate for the Soldier’s MOS or rank and report to USARC on a semi-annual basis (15 Jul and 15 Jan) in order to comply with regulatory guidance.  https://www.milsuite.mil/book/docs/DOC-556798

     a. ARMY DIRECTIVE 2018-26, ENABLING MODERNIZATION THROUGH THE MANAGEMENT OF INTELLECTUAL PROPERTY, 7 DEC 18. Intellectual property (IP) plays an important role in the Army’s ability to modernize its weapons systems, maintain technological overmatch, support long-term sustainment, and manage cybersecurity. A deliberate and balanced IP management policy is critical to foster private innovation, allow greater access to new technologies, and maintain readiness at an affordable cost.      b. ALARACT 097/2018, INITIATING SEPARATION PROCEEDINGS AND PROHIBITING OVERSEAS ASSIGNMENT/DEPLOYMENT FOR SOLDIERS CONVICTED OF SEX OFFENSES, DTG: R 101827Z DEC 18. On 17 November 2017, the Army G1 released ALARACT message 103/2017 (rescinded) conveying Army policy pursuant to Army Directive 2013-21, approved by the Secretary of the Army on 7 November 2013. This message replaces ALARACT message 103/2017. Sex offenses are serious crimes. Notwithstanding the provisions of any other Army regulation, directive, policy or other like guidance, this message conveys Army policy to ensure that the decision to retain any Soldier convicted of a sex offense is fully informed and in the Army’s best interest.  https://www.milsuite.mil/book/docs/DOC-555984

     c. MILPER MESSAGE 18-399, FISCAL YEAR 2019 (FY19) ACTIVE DUTY HEALTH PROFESSIONS LOAN REPAYMENT PROGRAM (ADHPLRP), ISSUED: [12/11/2018 1:32:39 PM]. The Surgeon General (TSG) has approved the ADHPLRP as a retention initiative to maintain adequate numbers of selected qualified commissioned Army Medical Department (AMEDD) officers on active duty and within the active component. For FY19, up to $40,000 (pre-tax) per year in loan repayment funding for qualified educational loans is available for each selected eligible applicant, for a contract period of up to three years.  Qualifying loans are loans used to finance education for the degree required to obtain a commission in the officer’s health profession at time of entry onto active duty.  https://www.hrc.army.mil/Milper/18-399
