1. DELAY OF LEGACY HR SYSTEMS BROWNOUT. From the Army G-1:  “Today (12 Aug 22), Army Senior Leaders decided to delay the start date of HR Systems Brownout based on the feedback from limited user tests. Systems will not brownout as planned on Saturday, August 13, 2022. Legacy HR Systems will remain operational to ensure continuity of support to Soldiers. We are more confident than ever that we can deliver IPPS-A Release 3 to the Army; however, a key to success is ensuring the force is trained. While we complete work on our end, our HR professionals and leaders need to finish their mandatory IPPS-A training and review internal business processes. We need 100% participation, and I charge you to make sure your organizations are in compliance. Over the next few weeks, the team will review functionality available for delivery in September and will provide updates as we move forward. 3. AUGUST EDITION OF ARMY ECHOES. From Army Retirement Services: The August edition of Army Echoes, the newsletter for our 1,000,000 Retired Soldiers and 253,000 surviving spouses, is available for reading or downloading at https://soldierforlife.army.mil/Retirement/army-echoes. This issue includes a message from SECARMY as well as articles on what type of pay is taxable, a new VA life insurance option, a final move policy change, and more. 5. ARMY RESERVE PAY MESSAGE 22-19, GUIDANCE TO USAR COMMAND PAY MANAGERS FOR INTEGRATED PERSONNEL PAY SYSTEM – ARMY (IPPS-A) RELEASE 3 (R3). IPPS-A R3 focuses on consolidation of multiple Human Resource (HR) systems containing personnel data into IPPS-A.  This process begins during brownout/cutover on 13 August 2022.  While no current pay management systems will be converted into IPPS-A during R3, the HR/personnel data that is processed through inbound transactions into USAR pay systems such as DJMS and RLAS will be transitioned into IPPS A.  RLAS personnel will become read only at 1600 EST on 11 August 2022 to allow for transition.  During, brownout/cutover, all pay actions will reflect personnel data as of 1900 EST 12 August 2022.  Upon IPPS-A “go live” HR data will be updated and pay actions (if necessary) will be adjusted to reflect accurate pay amounts. 7. ANNOUNCEMENT OF THE FISCAL YEAR 2022 (FY22) LIEUTENANT GENERAL (LTG) ELLIS D. PARKER AWARD NOMINATION PROCESS. The LTG Ellis D. Parker Award, a Department of the Army level award, recognizes excellence at the battalion level. The Parker Award is divided into four categories based on unit mission: Combat (C), Combat Support (CS), Combat Service Support (CSS), and Table of Distribution and Allowances (TDA). One winner will be selected as the “Top Aviation Battalion” in each category. The winners of each category will compete for the title of “LTG Ellis D. Parker Top Aviation Battalion of the Year”.
