1. GUIDANCE FOR STRUCTURED SELF DEVELOPMENT (SSD) LEVEL TWO CONVERSION TO DISTRIBUTED LEADERS COURSE (DLC) LEVEL TWO. The message at the following link from the Army G3/5/7 was pushed to all Army Commands on 11 Jan 19.  In support of the NCO 2020 Strategy, all levels of SSD will be converted to DLC starting with the conversion of SSD Level 1 to DLC Level 1. On 1 Feb 19, enrollment into SSD Level 2 will be discontinued. Soldiers currently enrolled in SSD 2 who have not completed the course will have until 30 Sep 19 to complete the course. Soldiers failing to complete SSD 2 by 30 Sep 19 will be disenrolled and enrolled by their component quota source mangers into DLC 2. Conversion for each subsequent SSD Levels 3 through 5 will be converted to the requisite DLC Levels 3 through 5 at a later date. A new DLC 6 will be developed and delivered NLT Jul 19, and guidance for DLC 3 through 6 will be announced in a follow on HQDA G-3 message. Further analysis determined that units are using the (X) – Other flag for flags that are covered by other, more appropriate, flags. a. ALARACT 002/2019 – APPROVAL, DISAPPROVAL, AND ELEVATION OF REQUESTS FOR RELIGIOUS ACCOMMODATION WAIVERS, DTG: R 111336Z JAN 19. This message informs commanders on the approval process for religious accommodations and vests approval, disapproval, and elevation authority in general court-martial convening authorities (GCMCA) for religious accommodation requests regarding uniform and grooming policies in AR 670-1. a. MILPER MESSAGE 19-009, ALLIED PARTNERS ENGAGEMENT PROGRAM – GERMANY, ISSUED: [1/11/2019 9:32:42 AM]. The Cyber Center of Excellence (CCoE) will sponsor four exceptional U.S. Army Captains to participate in a broadening and interesting Allied Partner engagement with Germany.  The Cyber School and Signal School will each select two individuals within their branch to represent the CCoE and the U.S. Army in a five week program.  Officers interested in the program should contact their HRC Branch representatives to determine eligibility and application requirements.  https://www.hrc.army.mil/Milper/19-009

A HQDA selection board will convene on 13 Aug 19 to consider eligible USAR COLs and promotable Lieutenant Colonels (LTCs) for assignment to CY20 USAR COL command positions other than Army Acquisition Corps (AAC) and Judge Advocate General (JAG) command positions. The Chief of Army Reserve (CAR) directed USAR command boards as “opt in” boards. d. MILPER MESSAGE 19-012, UPDATE TO REGULAR ARMY RECLASSIFICATION PROCEDURES FOR MILITARY OCCUPATIONAL SPECIALTY (MOS) 17C (CYBER OPERATIONS SPECIALIST), ISSUED: [1/11/2019 2:54:53 PM]. This message provides guidance for the reclassification procedures for Military Occupational Specialty (MOS) 17C. The Army continues to seek a limited number of highly qualified Soldiers in the ranks of Private through Staff Sergeant to become cyber operations specialists (MOS 17C).  Cyber operations specialists execute offensive and defensive cyberspace operations in support of the full range of military operations by enabling actions and generating effects across all domains.  HRC is accepting voluntary reclassification requests into MOS 17C from Soldiers meeting the prerequisites in this message.  https://www.hrc.army.mil/Milper/19-012

e. MILPER MESSAGE 19-013, FISCAL YEAR (FY) 2019 ENLISTED AIDE SELECTION PANEL ANNOUNCEMENT MESSAGE, ISSUED: [1/11/2019 3:05:49 PM]. A selection panel will convene no earlier than 20 Apr 19 to consider eligible Soldiers in the rank of Sergeant (promotable only), Staff Sergeant, Sergeant First Class, and Master Sergeant applying for consideration into the Enlisted Aide Program. g. E-MIL PAY MESSAGE 19-003, INTEREST RATE FOR DEBT COLLECTIONS.  The Secretary of the Treasury is responsible for computing and publishing the percentage rate that is used for Federal debt collection, cash discounts, and rebate evaluation. h. E-MIL PAY MESSAGE 19-004, BASIC ALLOWANCE FOR SUBSISTENCE (BAS) RATES FOR CALENDAR YEAR 2019. The purpose of this message is to advise that the Basic Allowance for Subsistence (BAS) for CY 2019 remained the same as last year’s 2018 rates.
