2. DEPARTMENT OF THE ARMY STRATEGIC LANGUAGE LIST (SLL) FOR GENERAL PURPOSE FORCES, 13 NOV 19. The new SLL for General Purpose Forces published by the Army G-2 is attached at the following link.  Significant changes include:  the removal of Russian and Persian-Afghan (Dari) from the Immediate Investment list; Emerging Languages are now paid at the Payment List “A” rate – new rate begins when the service member recertifies; Restricts the languages on the Enduring list to only those PMOS and Branches listed in AR 11-6, paragraph 4-4; and adds a new “4+1” category  which includes Russian, Korean and Chinese-Mandarin to the Enduring list – again only payable to PMOS and Branches listed in AR 11-6, paragraph 4-4.  https://www.milsuite.mil/book/docs/DOC-570433

4. PROFESSIONAL MILITARY EDUCATION (PME) ATTENDANCE FOR DEPLOYED US ARMY ACTIVE, US ARMY RESERVE, AND US ARMY NATIONAL GUARD SOLDIERS, 12 NOV 19. This USARCENT policy memo outlines Professional Military Education (PME) attendance policy and guidelines for Active Duty, US Army Reserve, and Army National Guard Soldiers while deployed to the United States Central Command (USCENTCOM)/USARCENT Area of Responsibility (AOR). a. ARMY RESERVE PAY MESSAGE 19-30,  PROCESSING PAY FOR ELECTRONIC BASED DISTANCE LEARNING (EBDL) ATAs. This message provides instruction on scheduling and paying EBDL periods in the RLAS Automated Duty Attendance and Reporting (ADARS) module.  https://www.milsuite.mil/book/docs/DOC-697151

b. ARMY RESERVE PAY MESSAGE 19-31, HAZARDOUS DUTY INCENTIVE PAY (HDIP) AND SPECIAL DUTY ASSIGNMENT PAY (SDAP) REPORTS ON SHAREPOINT. The USARC G-8 Pay Management Division (PMD) will post HDIP and SDAP reports on the G8 SharePoint page weekly. HDIP includes Aviation Incentive Pay (AvIP), incentive pay for aircrew and non-aircrew members and parachute duty. The reports are tools to assist Commanders, ARAs and RPAC personnel in identifying Soldiers whose HDIP or SDAP orders need to be initiated, certified, reissued, or terminated. a. ALARACT 077/2019, RECLASSIFICATION OF THE FINANCIAL MANAGEMENT BRANCH TO THE FINANCE AND COMPTROLLER BRANCH, DTG: R 141312Z NOV 19. This message announces changes pertaining to the Finance and Comptroller Branch and profession as it transforms to provide support to commanders during multi-domain operations and large scale combat operations. The Financial Management Branch changed to the Finance and Comptroller Branch effective 1 Oct 19. The branch initials change from FI to FC with the same effective date as the branch name change. b. MILPER MESSAGE 19-366, CHANGES TO THE FILING PROCEDURES FOR GENERAL OFFICER OFFICIAL PHOTOS, ISSUED: [11/14/2019 8:57:27 AM]. This message outlines changes to the requirements for filing General Officer (GO) official photos in the Army Military Human Resource Record (AMHRR).  In accordance with AR 600-8-104, official Army photos are required to be captured in the interactive Personnel Electronic Records Management System (iPERMS) and moved to the service folder for permanent filing upon separation from service. Effective immediately, GO photos will be maintained in iPERMS and a digital copy will be provided to the General Officer Management Office (GOMO) to update the officer’s official career resume.  To comply with this change, photographic facilities will take the actions directed by this message.  https://www.hrc.army.mil/Milper/19-366
