1. SPECIAL LEAVE ACCRUAL, 16 APR 2020. Memo from the Under Secretary of Defense for Personnel and Readiness: In recognition of the impact of the Department’s response to COVID-19 on Service members’ ability to take leave and properly manage their leave balances, effective March 11 , 2020 through September 30, 2020 members of the Army, Navy, Air Force, Marine Corps, and Space Force performing active service during the effective period, are authorized to accumulate annual leave in excess of 60 days (not to exceed 120 days) as shown on the end of month September 2020 Leave and Earnings Statement. 2. FRAGORD 10 TO OPORD 20-048, USARC, ARMY RESERVE COVID-19 RESPONSE. FRAGORD 10, Significant Changes: Key Task. 3. SUSPENSION OF PERFORMANCE REQUIREMENTS TO RECEIVE PERFORMANCE-BASED SPECIAL OR INCENTIVE PAYS, 15 APR 20. Memo from the ASA M&RA: As a result of the effects or extended effects of the Coronavirus Disease 2019 (COVID-19), Soldiers who are receiving special or incentive pays that require the performance of specific duties (e.g., Hazardous Duty Incentive Pay, Aviation Incentive Pay) may be unable to perform the required duties through no fault of their own. As an exception to policy, for Soldiers who would otherwise be eligible to receive performance-based special or incentive pays, I hereby suspend, for a period not to exceed 12 months, the requirement to perform specific duties and allow Soldiers to continue to receive their pay. https://www.milsuite.mil/book/docs/DOC-784848

Building Healthy Military Communities (BHMC) Oklahoma has partnered with Psych Hub to offer an extensive video library, providing evidence-based education on mental health, substance use, and suicide prevention. a. MILPER MESSAGE 20-110, SPECIAL MOS ALIGNMENT PROMOTION PROGRAM (SMAPP), ISSUED: [4/15/2020 8:44:09 AM]. Soldiers may reclassify into specific critical MOS identified in the SMAPP.  Promotion of Soldiers reclassified into a SMAPP-designated MOS will be effective on the date of graduation from the MOS-qualifying school, which occurs after all training phases are completed and the MOS is awarded, provided they are otherwise eligible. https://www.hrc.army.mil/Milper/20-110
