1. TECHNICAL ISSUES WITH ENLISTED PROMOTIONS MONTHLY REQUIREMENTS/CUTOFF SCORES. From HRC Enlisted Promotions: Currently, HRC is experiencing some technical system issues affecting the Enlisted Promotions monthly requirements/cutoff scores (both AC and USAR AGR). This will affect the posting of the 1 September 2021 monthly by name & cutoff scores and senior enlisted promotion orders to the HRC Website. We expect the technical issue to be resolved NLT 20 August 2021. Soldiers who are selected for 1 September 2021 and meet all the eligibility requirements pay and DOR will not be affected.

2. iPPS-A BROWNOUT CONCERNS REGARDING iPERMS ACCESSIBILITY. From Army Soldier Records Branch, HRC: We have recently experienced an influx of RFI’s to the IPERMS/ASRB mailbox suggesting concern over records accessibility during IPPS-A Brownout and it also seems there is confusion regarding what to do in preparation for brownout and cutover. IPERMS will be up and Soldiers and HR Professionals will still be able to access their records throughout this period. However, records will not be distributed to the correct UIC since the data will be stagnant once ITAP goes down and until IPERMS begins receiving IPPS-A organization/accountability structure information at Go-Live. 3. AGS HR CREDENTIALING PROGRAM FALL 2021 – OPEN (15 AUG – 1 OCT 21). The Adjutant General School (AGS) is pleased to announce open enrollment for the AG School Credentialing Program, fall 2021 iteration. Qualified CMF 42 Soldiers, from all components, may apply for this opportunity to participate in the credentialing program. The program is being expanded to include a wider range of credentials that can positively affect AG Soldiers during their lifecycle. Deadline to apply is 1 October 2021.

4. AIM 2 TALENT MARKETPLACE TRAINING FOR 22-02 DISTRIBUTION CYCLE. From HRC OPMD: Officer Personnel Management Directorate, US Army Human Resources Command, will conduct training for Active Component (AC) Units/Officers on operating in the 22-02 AIM2 Talent Marketplace using Microsoft Teams on 20, 21, 22 Sep 21. 5. iPERMS DOCUMENTS REQUIRED FOR FILING A/O 11 AUG 2021. From Army Soldier Records Branch, HRC: Posted at the following link is the new quarterly update of documents required to be filed in iPERMS. Also attached is the Inactive/Deprecated Documents List.

6. THE ADJUTANT GENERAL DIRECTORATE (TAGD) DATA CORRECTNESS JULY 2021 RECOGNITION ROLL. HRC, TAGD, Field Services Division (FSD) leads the holistic transformation of the Army HR community through IPPS-A fielding, military pay migration, data management, and governance. FSD continues to support the Data Correction Strategy in support of IPPS-A. We would like to express our appreciation to all the S1 and G1 Teams supporting this major Army’s effort. 7. INTEGRATED AUTOMATED TRAVEL SYSTEM (IATS) 8.0 RELEASE MIGRATION TO MS SQL, CAC ENABLING, AND DATA CALL/ (TRAVEL TECHNICAL MESSAGE (TTM) 21-04). From USAFMCOM: On April 6, 2021, the Defense Finance and Accounting Service (DFAS) distributed the attached (at following link) TTM 21-04 to the financial management community. The TTM announced the IATS 8.0 release migration from the current Sybase data management software to Microsoft SQL server and change of common access card (CAC)/personal identity verification (PIV) authentication for login purposes. Army IATS users must comply with the attached TTM 21-04, and should have already provided DFAS the data call outlined in paragraph 10 of the TTM. It is vital that in order for IATS 8.0 release to perform properly, all IATS user sites must upgrade to IATS version 7.3.1 NLT August 31, 2021.

a. MILPER MESSAGE 21-295, UPDATE TO THE ASSIGNMENT SATISFACTION KEY – ENLISTED MODULE (ASK-EM), ISSUED: [8/13/2021 12:52:31 PM]. HRC conducts four enlisted manning cycles (EMC) per year. Each EMC has a corresponding enlisted market. The enlisted year-month-available-to-move (YMAV) is used to align Soldiers to the appropriate EMC and Non-commissioned Officers (NCOs) to the appropriate market. This message provides information on YMAV alignment, stabilization suspense dates, market open dates and report dates for each cycle.

b. MILPER MESSAGE 21-296, AMENDMENT TO FY 21 UNITED STATES ARMY RESERVE (USAR) ENLISTED AGR/TPU AND NATIONAL GUARD BUREAU PRIOR SERVICE ACCESSIONS (PSA) PROGRAM ANNOUNCEMENT, ISSUED: [8/13/2021 1:07:42 PM]. MILPER MESSAGE 21-297, AMENDMENT TO MILPER 21-081 FISCAL YEAR 2022 (FY22) NONCOMMISSIONED OFFICER LEADERSHIP CENTER OF EXCELLENCE (NCOLCOE) AND THE UNITED STATES ARMY SERGEANTS MAJOR ACADEMY (USASMA) FELLOWSHIP PROGRAM COHORT 8, ISSUED: [8/13/2021 3:22:09 PM]. Reference A, paragraph 2 is amended to read The FY22 NCOLCoE and USASMA Fellowship Program Cohort 8 Selection Panel will convene from 13-24 September 2021 at Fort Bliss, Texas to identify the “best qualified” list for final selection of Fellows. d. MILPER MESSAGE 21-298, ACTIVE COMPONENT ENLISTED NON-ROUTINE STABILIZATION VIA ASSIGNMENT ELIGIBILITY AND AVAILABILITY (AEA) G, “SPECIAL CATEGORY STABILIZATION” FOR CONUS-BASED ENLISTED SOLDIERS, ISSUED: [8/13/2021 4:32:12 PM]. Effective immediately, a new stabilization program, “Non-Routine Stabilization”, has been added to manage personnel turbulence and preserve readiness. The intent of the non-routine stabilization program is to provide individual Soldiers and units a process to request enlisted Soldier stabilization for extenuating circumstances or missions where stabilization is required but is not covered by compassionate or other stabilization programs. For approved stabilizations, YMAV will be adjust to re-align the Soldier to the correct movement cycle and market.

e. MILPER MESSAGE 21-299, THE GRATEFUL NATION AWARD/JINSA, ISSUED: [8/16/2021 8:17:16 AM]. Attached is the MILPER Message for The Grateful Nation Award – JINSA. The Jewish Institute for National Security of America recommends that the honoree should come from the junior ranks – officer O4 and below, or enlisted E8 and below. The individual you identify to represent the United States Army (USA) should have distinguished himself or herself by exceptional service in the performance of duties that contribute to our national security. Request that each Army Command, Army Service Component Command, Direct Reporting Unit, and HQDA Principal Agency submit one nomination NLT 1 Sep 21.

f. MILPER MESSAGE 21-300, AGR OFFICER PROMOTION NUMBERS FOR SEPTEMBER 2021, ISSUED: [8/16/2021 1:50:34 PM]. This message announces the USAR AGR officer promotion numbers for September 2021.

g. MILPER MESSAGE 21-301, JROTC CYBER PILOT PROGRAM INSTRUCTOR OPPORTUNITIES, ISSUED: [8/16/2021 2:27:29 PM]. Reference MILPER Message 21-217, issued 17 June 2021. Paragraph 5a(1) is amended to read: USACC, in partnership with ASA (M&RA), plans to open 14 pilot locations across the nation in August 2022 (start of the 2022-2023 academic school year). These initial locations are in Gwinnett, GA; Evans GA; Richmond, VA; Roswell, NM; Washington D.C.; San Antonio, TX (2 schools); NYC, NY (2 schools); Baton Rouge, LA; Mexico, MO; Putnam, OK; Indianapolis, IN; and Mesquite, TX. USACC plans to open up to 10 more locations annually.

a. ECAB DCO in support Spartan Shield. Interested Service Members must be in the MOS of 15A/B within the rank of LTC-COL and will have the responsibility of supporting the command to achieve mission success. Location: Kuwait

b. Three positions for Psychological Operations officers and NCOs in support of CJTF-OIR Combined Joint Effects. Positions are for a MISO Chief, MISO Planner, and MISO OPS. Interested service members must be 37A / O3-O6 or 37F / E4-E7 with TS/SCI clearances. Duties can include planning, coordination, and execution of MISO programs and operations, providing subject matter expertise on employment of MISO capabilities, and liaising with CENTCOM CJ39 IO/MISO, CPC, WEBOPs, and Force Management Team. Location: Arifjan, Kuwait.

c. One position for Joint Personnel Recovery Center Deputy Director in support of CENTCOM AOR to include OIF, OEF, and CJTF-HOA. Acts as the subject matter expert (SME) on tactics, language, and culture relating to PR operations. Must be O3/O4 with TS/SCI clearance. Location: Qatar.

d. Two positions for Ops Officers, 11A and O2A. O4. Lead the development of crisis action, intermediate and long range plans. Interact with all elements of the TF (maneuver, fires, intelligence, logistics) and able to take their inputs to develop future concepts of operations and supporting orders. TS/SCI clearance. Location: Ft. Bragg.
