1. FRAGMENTARY ORDER 008 (UPDATED GUIDANCE) TO OPORDER 21-075 USARC MANDATORY CVP, DTG: 161800ZMAR022. Some key updates/additions in this FRAGORD: https://www.milsuite.mil/book/docs/DOC-1051858

a. (CHANGE) All USAR Soldiers without 1st dose of COVID-19 vaccine and have not submitted a medical, administrative, or religious exemption will complete all actions associated with Annex M to the USARC order NLT the last day of the Soldier’s January 2022 Battle Assembly. The COVID-19 vaccination mandate exemption packet submission has closed. Any packet submitted after the 01 MAR 2022 deadline must contain a Letter of Lateness signed by the first O-6 in the chain of command. Late packets will be considered on a case-by-case basis. Soldiers without an accepted complete packet will be processed as administrative refusals. Soldiers have 60 days from the date of receipt of a returned packet to provide any requested documents.

b. (ADD) Soldiers on Title-10 orders for more than 30 days who disobey the lawful order to receive the COVID-19 vaccine are subject to Army Directive 2022-02 (ANNEX AA) and ALARACT 09/2022 (ANNEX Z) and will be processed for involuntary separation pursuant to AR 635-200 and 600-8-24 by the unit they are serving with on Active Duty. Release from active Duty (REFRAD) is not a substitute for the involuntary separation action directed by Army Directive2022-02 and ALARACT 09/2022.

c. (ADD) The only exception is if the Soldiers’ active-duty orders end before the separation proceedings are completed. The Soldiers’ active component unit commander will stop the separation proceedings and forward the action to the Soldier’s Reserve Component commander. USAR Soldiers will not be retained on active duty to complete elimination action beyond the end date of the Soldier’s Title 10 orders. Exceptions will be considered on a case-by-case basis by the Assistant Secretary for the Army (Manpower and Reserve Affairs) (ASA(M&RA)).

d. (CHANGE) Commanders will not take punitive action beyond those outlined in Phase I, against flagged non-AGR Soldiers or Soldiers not on active duty for more than 30 days (i.e., preventing their ability to attend Battle Assembly (BA)). References Z and AA (Phase II) outlines further punitive actions that will be taken for AGR Soldiers and Soldiers on active duty for more than 30 days. Phase II guidance for non-AGR and Soldiers not on active duty for 30 or more days is still pending from HQDA.

2. eMILPO DATASTORE UPDATE AS OF 15 MARCH 2022:  CURRENTLY NOT ACCESSIBLE. TSG-PARA provides personal recognition by the Surgeon General (TSG) to a Physician Assistant (PA) who has made a significant contribution to military medicine. The annual award is intended to increase PA motivation for exceptional job performance.
