1. CHANGE TO TRANSFERABILITY OF UNUSED EDUCATION BENEFITS (TEB) TO FAMILY MEMBERS UNDER THE POST-9/11 GI BILL.  From the ARNG G-1:  Although this is announced per request of the ARNG G-1, it applies to all components. Effective 12 July 2019, all actively serving members of the armed forces who have 16 or more years of service will no longer be able to transfer their Post-9/11 GI Bill benefits to their dependents.  This new restriction was put in place per change 1 to DoDI 1341.13, Post-9/11 GI Bill, dated 12 July 2018. As a result of this change, ARNG Soldiers are highly encouraged to transfer their Post-9/11 GI Bill benefits as soon as they become eligible (not flagged, have six or more years of service, and at least one eligible dependent in DEERS) to avoid missing out on this extremely generous family benefit. 2. NEW AR 623-3, EVALUATION REPORTING SYSTEM, 14 JUN 19. From HRC Evaluations: An AR 623-3 revision was published 14 Jun 19 with an effective date of 20 June 2019 to support the USASMA graduation and use of the new DA Form 1059.  MILPER message 19-183, summarized in para 5d below, contains instructions specific to transition from old to new form versions establishing a mandatory use date and instructions to use the AER upload tool when submitting AER forms dated March 2019 and later. It is important to note that processing of  “HARDCOPY” forms dated March 2019 and later will not occur.  Completed AERs must be on a fillable .pdf-f AER form and they are then submitted by the school using the AER upload tool located within EES. a. FORSCOM G1/S1 JUNE 2019 RECOGNITION ROLL. The following FORSCOM S-1s demonstrated their outstanding performance and commitment to Readiness by achieving excellence in the Personnel Records Review and DD93/SGLV categories:  17th Field Artillery Brigade, 35th Signal Brigade and HHBN, 3rd Infantry Division.  The 7th Infantry Division and 82nd Airborne Division continue to lead the way in the Automated Meal Card Program (90% and above) and 1st Infantry Division and 4th Infantry Division continue to do an exceptional job capturing PERSTEMPO events.  See our June Recognition Roll for more units.  https://www.milsuite.mil/book/docs/DOC-634366

This message announces zones of eligibility, methodology, and administrative instructions for use by the FY 19 Army Special Branches AMEDD SSC Selection Board. This SSC selection board selects eligible AMEDD officers to attend Academic Year (AY) 2020-2021 resident SSC, United States Army War College (USAWC) Fellowships for SSC credit, and AY 2020-2021 Army War College Distance Education Program (AWCDEP). d. MILPER MESSAGE 19-183, IMPLEMENTATION OF THE NEW DA FORM 1059 SERIES ACADEMIC EVALUATION REPORTS (AERS), ISSUED: [6/17/2019 10:10:39 AM]. This message provides guidance and immediate processing procedures for the implementation of the new DA Form 1059 series AERs (DA Form 1059, DA Form 1059-1, and DA Form 1059-2). The Army will transition to a new AER that supports strategic priorities set forth by the CSA – Adaptive Army leaders for a Complex World – by actively managing talent and instituting new evaluation and assessment tools that enable Army leaders to more clearly identify the best talent and encourage students to seek self-improvement. All courses with a graduation date of 1 September 2019 or later will utilize the applicable DA Form 1059 series AERs, dated MAR 2019.
