1. NEW ARMY STOP MOVE FAQS FROM THE ARMY G-1 PERSONNEL CONTINGENCY CELL (PCC), A/O 17 JUN 20. Attached at the following link are updated FAQs that provide clarifying language regarding guidance published in FRAGO 2 to HQDA EXORD 210-20, Coronavirus (COVID-19) Transition Framework, and ALARACT 054/2020, Consolidated Personnel Policy Guidance in Support of Conditions-Based Phased Approach to Army-Wide Preparedness and Response to Coronavirus Disease 2019 Outbreak. 2. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 10-16 JUN 2020. 3. DETAILING ACTIVE GUARD RESERVE SOLDIERS, 9 JUN 20. Memo from the Chief, Army Reserve: “I delegate the approval authority to detail Active Guard Reserve (AGR) Soldiers, not to exceed 180 days, to the first General Officer in the Soldier’s chain of command. The gaining and losing commands must coordinate the details in writing and the detail must be within commuting distance. When any detail exceeds 90 days, the Soldier’s chain of command will provide the Army Reserve G-1, Active Military Management Branch (AMMB), a copy of the detail and justification. NON-DEPLOYABLE REPORT, EOM APR 20.  From Army G-1 Readiness:  As of EoM APR 20, ~58.4K or ~5.9% of the Total Army was considered Non-Deployable; Army Non-Deployable rate decreased by ~.51% from March 2020. The purpose of this message is to provide updated policy and implementation guidance for the Call to Active Duty (CAD) Procurement Program.  This program is available to select U.S. Army Reserve Component officers to fill actual and anticipated Active Duty vacancies. b. MILPER MESSAGE 20-177, INTEGRATION OF U.S ARMY RESERVE ACTIVE GUARD RESERVE SOLDIERS INTO THE AUTOMATED PROMOTION POINT WORKSHEET, ISSUED: [6/16/2020 8:18:24 AM]. This message applies to all USAR Active Guard Reserve (AGR) Soldiers in the enlisted ranks of Specialist/Corporal and Sergeant. Effective for promotion month 1 August 2020, the USAR AGR promotion recommended list (PPRL) will be managed in the Promotion Point Worksheet (PPW) application to support a paperless promotion point computation system.  Effective 25 May 2020 HRC Junior Enlisted Promotions will integrate all Soldiers currently on the PPRL into the PPW. c. MILPER MESSAGE 20-178, CLARIFICATION OF THE PERIOD OF SERVICE FOR RETIREMENT AWARDS, ISSUED: [6/16/2020 2:24:31 PM]. The purpose of this message is to clarify Army policy on the period of service for retirement awards.  The Awards and Decorations Branch continues to see a high percentage of retirement awards with specific 10-year periods of service. Both Department of Defense (DoD) and Army policy prohibit the award of more than one decoration or service medal of the same type for the same act, achievement or period of service.  For the purposes of this message, that means a recommender cannot use specific contributions recognized in prior assignments as justification for a retirement award. d. MILPER MESSAGE 20-179, 4TH QTR, FY20 VOLUNTARY TRANSFER INCENTIVE PROGRAM (VTIP) FOR ACTIVE COMPETITIVE CATEGORY (ACC) OFFICERS, ISSUED: [6/17/2020 8:49:33 AM]. This message provides procedural guidance for the 4th QTR, FY20 VTIP.  ACC officers may submit a DA Form 4187 requesting Branch or Functional Area (FA) transfer from 17 June 2020 through 17 July 2020.  Officers who do not meet IN/OUT guidance may seek an exception under paragraph 7d in this MILPER.  This VTIP will use the AIM-2 application process for those who meet the criteria contained in the IN/OUT chart.  In order to align with assignment market 22-01 the next VTIP application period will open in mid-November 2020. https://www.milsuite.mil/book/docs/DOC-825940
