1. ARMY DIRECTIVE 2019-15, ENLISTED CENTRALIZED SELECTION BOARDS, 4 APR 19. This directive revises Army policy for enlisted Soldiers in the Regular Army and U.S. Army Reserve Active Guard Reserve Program as it pertains to the conduct of enlisted centralized selection boards. Since their inception in 1969, the Army convenes annual enlisted centralized selection boards to assess the potential of noncommissioned officers (NCOs) for promotion. To capitalize on the additional capabilities a centralized selection board process offers, the Army will expand the application of order of merit lists (OMLs) that the boards generate to inform a myriad of human resource management decisions that will improve readiness, NCO professional development, and the professionalism of the NCO Corps. 3. ARMY SPECIAL OPERATIONS FORCES STRATEGIC LANGUAGE LISTS, 16 APR 19. From HRC Incentives and Compensation Branch: The memo attached at the following link from the Army G-2 provides an updated Army Special Operations Forces (ARSOF) Strategic Language List (SLL). The Army is issuing this implementation guidance with updated ARSOF SLLs to provide both the Special Operations Command and the Department of Defense a pool of ARSOF Soldiers who are proficient in a foreign language.  https://www.milsuite.mil/book/docs/DOC-609623

4. ASSIGNMENT INTERACTIVE MODULE 2 (AIM 2) MARKETPLACE TRAINING. 5. CHANGE 4, FY 19 U.S. ARMY RESERVE (USAR) SELECTED RESERVE INCENTIVES PROGRAM (SRIP) POLICY, EFFECTIVE 6 MAY 2019. The attached change 4 is effective 6 May 2019.  The NPS Quick Ship Option, Officer Retention Bonus, TPU/AGR MOS Conversion Bonus, and AGR Reenlistment Bonus remains suspended.  The TPU Reenlistment bonus is reinstated with a new incentive scale.  https://www.milsuite.mil/book/docs/DOC-609274

a. 32D AAMDC G1 1ST QTR G-1 HR METRICS RECOGNITION PROGRAM. On 5 April 2019, the 32d AAMDC hosted Soldiers from 32d AAMDC and 11th ADA Brigade for its monthly awards assembly.  BG Coward and SGM Pinkham, Commander of 32d AAMDC and 32d AAMDC G3 SGM, began the event by recognizing 42A Soldiers from the 11th ADA with a Certificate of Achievement and a HR Metrics 1st Quarter Certificate for 11th ADA Brigade.  Exceptional Soldiers recognized by their Brigade S1 for their hard work during 1st Quarter are SFC Fionnuala Mechau (2-43, 11th ADA), PFC Paul Fisher (3-43, 11th ADA) , SPC Dallas Reed (HQ, 11th ADA), SPC Merlina Timothy (HQ, 11th ADA), and PV2 Michael Albano (HQ, 11th ADA).  https://www.milsuite.mil/book/docs/DOC-608746

b. FORSCOM G-1/S1s APRIL 2019 RECOGNITION ROLL. a. ALARACT 030/2019, USE OF MOVEMENT BOXES IN THE RANGE MANAGER TOOL KIT (RMTK), DTG: R 171323Z APR 19. Range operations and range safety staff must ensure, that when live fire and maneuver is being conducted in a movement box, that the area is safe by using the cross fire function of RMTK-SDZ as the primary function for keeping rounds within the lateral limits of the SDZ. a. MILPER MESSAGE 19-122, OFFICER APPLICATION REQUIREMENTS FOR APPOINTMENT TO CID WARRANT OFFICER (MOS 311A), ISSUED: [4/16/2019 12:18:54 PM]. The purpose of this message is to establish procedures for the submission of applications for appointment to warrant officer, MOS 311A (CID Special Agent), from Regular Army (RA) Commissioned Officers in the ranks of 1LT, 1LT(P), and CPT. MILPER MESSAGE 19-123, FY 2019 ARMY COMPETITIVE CATEGORY (ACC) INTERMEDIATE LEVEL EDUCATION (ILE) SELECTION BOARD AND PROCESS FOR SUBMITTING ILE RESIDENT ATTENDANCE PREFERENCES, ISSUED: [4/16/2019 2:00:38 PM]. The ILE Board will consider officers selected for promotion to major for attendance at the 10-month resident or 14-week satellite course beginning in summer 2020.  The FY19 ILE Selection Board will be conducted immediately following the Major, ACC Promotion Selection Board convening on 09 Jul 2018 recessing o/a 01 Aug 19.  Officers not selected for promotion to major will not be considered by the ILE Board.  https://www.hrc.army.mil/Milper/19-123

c. MILPER MESSAGE 19-124, PROCEDURAL CHANGE FOR EXCEPTION TO POLICY FOR PROMOTION TO SERGEANT (SGT) THROUGH MASTER SERGEANT (MSG) FOR DEFERMENT OF PROFESSIONAL MILITARY EDUCATION, ISSUED: [4/16/2019 3:18:59 PM]. This change applies to requests for an exception to policy for Professional Military Education for deployed promotable Soldiers in the ranks of SPC/CPL through SFC for promotion to SGT through MSG. Effective immediately, in an effort to streamline processing, the requirement stated in AD 2017-28 for requests to be processed through the Army Command (ACOM)/Army Service Component Command (ASCC) is rescinded.  Requests for Regular Army Soldiers may be forwarded to HRC following endorsement by the first General Officer in the chain of command.  There is no change to processing of requests for RC Soldiers.  https://www.milsuite.mil/book/docs/DOC-522512
