1. FRAGO 33 TO HQDA EXORD 225-21 COVID-19 STEADY STATE OPERATIONS (CUI), DTG: 190129Z OCT 22. This FRAGO provides updates on official travel guidance from the Under Secretary of the Army (Annex IIIII) dated 17 October 2022, authorizing PCS for unvaccinated Soldiers with an approved or pending medical or administrative exemption (to include religious accommodation) to the COVID-19 vaccination, and provides information on the Bivalent boosters. a. (3.B.7.A.) [Change to Read] IAW Annex IIIII, Soldiers who are not fully vaccinated who have a pending medical or administrative exemption (to include religious accommodation) are authorized to conduct a permanent change of station (PCS). Further, Soldiers with approved medical or administrative exemptions (to include religious accommodation) are authorized to conduct a PCS pursuant to the mission critical determination made by the Under Secretary of Defense (Personnel and Readiness) in Annex DDDDD. Such permanent changes of station will be processed IAW existing procedures for reassignments found in Army policies. Soldiers who are not fully vaccinated who do not have a pending or approved medical or administrative exemption (to include religious accommodation) remain flagged and are therefore ineligible to PCS under current Army policies and in accordance with Annex YYY.

b. (3.B.7.A.1.) [Add] Detailed implementation guidance will be published in a future FRAGORD including a formal process for transferring religious accommodation requests to the gaining general court-martial convening authority (GCMCA). Until published, do not cancel packets in ETMS2 from the losing GCMCA. Deliberate coordination will be essential in maintaining integrity of the religious accommodation process. In addition, commanders will ensure Soldiers with pending religious accommodation packets are correctly coded in MEDPROS and eMILPO to facilitate PCS eligibility determinations and management of PCS actions. c. (3.B.7.A.2.) d. (3.C.6.A.1.) [Change to Read] Military Personnel Divisions (MPDs) will not issue PCS orders for Soldiers on the Ineligible to PCS Report unless the supporting S-1 or personnel work center validates the Soldier is fully vaccinated or has a pending or approved exemption, and Medical Protection System (MEDPROS) is updated with the appropriate vaccination or exemption status code.

e. (3.C.21.A.) [Change to Read] Ensure order issuing authorities validate the COVID-19 vaccination or exemption status of all Soldiers prior to issuing PCS orders. This requirement includes no cost PCS, low-cost PCS, and intra-post transfers. IAW Annex IIIII, PCS is authorized for Soldiers with approved or pending exemptions (medical or religious accommodation).

2. NON-DEPLOYABLE (ND) REPORT AS OF EOM SEP 22. As of EoM Sep 22, ~62K or ~6.4% of the Total Army was considered Non-Deployable; Army Non-Deployable rate decreased by ~0.1% from Aug 22. https://www.milsuite.mil/book/message/1002888

3. (USAR) EXCEPTION TO POLICY (ETP) FOR ARMY RESERVE SOLDIERS ATTENDING PROFESSIONAL MILITARY EDUCATION (PME), 17 OCT 22. This memo establishes a process for United States Army Reserve (USAR) Soldiers to attend PME while on active-duty orders. This policy supersedes all previous policies and applies to Soldiers mobilized/deployed under Direct War and Enduring Cost Requirement funded orders, and Contingency Operation for Active-Duty Operational Support (CO-ADOS) whether CONUS or OCONUS. https://www.milsuite.mil/book/docs/DOC-1197659

a. V CORPS 23-02 – ASSIGNMENT OPPORTUNITIES. A major subordinate command of Eighth Army, the “Pacific Medics” are uniquely structured to maintain “Fight Tonight” medical formations while also serving as full-time force providers to DHA in support of Armistice healthcare delivery. Due to unforeseen, unscheduled maintenance impacting the automated Promotion Point Worksheet, units will conduct November 2022 promotion boards early vice the normal window (10 -26 November). Units will conduct promotion boards immediately and complete them not later than 7 November 2022. Soldiers successfully recommended for promotion must be integrated onto the Promotion Point Worksheet (PPW) NLT 7 November 2022; without exception.
