1. TEMPORARY SOLUTION FOR SGLI RE-CERTIFICATION WHEN DECLINING COVERAGE. From the Army SOES Team: Although Soldiers that decline SGLI coverage cannot yet confirm and re-certify their declination in SOES, the Army continues to require annual reviews of Soldiers’ DD Form 93 and SGLV 8286.  Until a permanent solution for zero coverage reporting can be put into place, the Army SOES Team will work with units to remove declining Soldiers from the delinquent re-certification list by following the instructions at the following link.  https://www.milsuite.mil/book/docs/DOC-559259

2. CASUALTY PROCEDURES FOR DEPARTMENT OF THE ARMY (DA) CIVILIAN EMPLOYEES, 7 DEC 18. The memorandum from the Army G-1 attached at the following link is the Casualty Procedures for Department of the Army (DA) Civilian Employees. The purpose of this memorandum is to clarify actions necessary to perform casualty notification, reporting, and assistance duties for Department of the Army Civilians. a. MILITARY PAY E-MESSAGE 18-064, WHAT-IF SEPARATION SYSTEM. The What-If Separation System will be unavailable for Separations effective December 21, 2018. If you try to input a separation transaction with a date after December 31st, the system will not return any values because the DJMS pay tables for 2019 have not been approved and placed into production. The What-If Separation System will be down after the last update for December 2018, and will remain down until after Mass Rate is completed. The current downtime period is scheduled for December 21st – January 2nd. b. ARMY Military Pay E-Message 18-065, Undeclared State Taxing Authority Report (PCN UH099C141). The purpose of this message is to provide information on the Undeclared State Taxing Authority Report (PCN UH099C141). The semi-annual “Undeclared State Taxing Authority Report” (141 report) for November 2018 has been produced and placed in SAR, under Distribution ID “JAATAX” and is available for review and print using normal SAR inquiry/print procedures. The Report ID for the 141 report is “AA0141SA”. The 141 report is produced in April and November of each year. c. MILITARY PAY E-MESSAGE 18-066, SOLDIERS CLAIMING CONNECTICUT RESIDENCY. The purpose of this message is to provide information on soldiers claiming Connecticut residency. Soldiers claiming Connecticut residency with DEDUCTION ELECTION “N” (exemption from state income tax withholdings (SITW)) will see the following remark displayed on their LES from December 2018 through February 2019: “RECERTIFY SITW EXEMPTN BY FEB USE CT-W4” Soldiers claiming exemption from SITW from Connecticut “must recertify” their exemption status prior to EOM February 2019. d. MILITARY PAY E-MESSAGE 18-067, DJMS-RC COMBAT ZONE TAX EXCLUSION (CZTE) DECEMBER PROCESSING SCHEDULE. The purpose of this message is to provide information regarding the December production schedule for HFP/CZTE transactions for eligible soldiers paid on DJMS-RC. In December, it is extremely important that all hostile fire pay (HFP) transactions are input in a timely manner, no later than Monday, December 17, 2018. f. MILITARY PAY E-MESSAGE 18-069, NOTIFICATION OF TAX ADJUSTMENT FOR DECEMBER SEPARATIONS. The purpose of this message is to provide notification of the changes made to December FITW withholdings for those Soldiers separating in December. In an effort to reduce the over withholding of Federal Tax Deductions for the month of December, on those Soldiers that are separating in December, DFAS is systemically creating FJ04 transactions to increase the number of exemptions to 98 so no Federal deductions will be taken out automatically.
