1. DELEGATION OF AUTHORITY TO APPROVE TRAVEL OF ARMY PERSONNEL AND CONDITIONS FOR RETURN TO UNRESTRICTED TRAVEL, 14 JUL 20. Memo from the Secretary of the Army:  This memorandum applies to all Soldier travel, government-funded DA Civilian (DAC) employee travel, and government-funded Family travel that is under Sec Army jurisdiction. Unit commanders and other leave approval authorities under AR 600-8-10 may approve leave and pass for Soldiers, pursuant to the referenced SECDEF memo. This authority may be further restricted by commanders and supervisors in the chain of command or supervision. [ADD] If a Soldier becomes COVID positive during annual training, the Soldier’s command may apply for a 12301(H) order (with the Soldier’s consent) through their force provider (USAR/NGB) per AR 600-77, utilizing DA 7692 (Annex Z), authorizing the required isolation period IOT recover and return to duty once their authorized allotted annual training days have been exhausted.

3. 4. PROMOTION OF VOLUNTEERS ON ACTIVE DUTY UNDER THE PROVISIONS OF TITLE 10, US CODE, SECTION 12301(D), 29 JUN 20. a. ALARACT 064/2020, CREDENTIALING INTERMEDIATE LEVEL EDUCATION (FOUO), DTG: R 211430Z JUL 20. This message is to inform all Army officers they can continue to achieve military education level 4 (MEL 4) credit through completion of the intermediate level education common core course and an approved credentialing course. AR 350–1 authorizes officers to complete credentialed programs in lieu of completing the Advanced Operations Course (AOC) in order to meet intermediate level education (ILE) requirements. An Army directive that has been rescinded had eliminated specific AOC-credentialed programs for basic branch officers, beginning academic year (AY) 2021.
