1. FISCAL YEAR 2019 COMMAND SERGEANT MAJOR/SERGEANT MAJOR EVALUATION BOARD. Memo From the Army G-1: The Army will expand the application of order of merit lists (OMLs) generated by a HODA centralized board to inform a myriad of HR management decisions designed to improve readiness, NCO professional development, and the professionalism of the NCO Corps. The FY19 Command Sergeant Major (CSM)/Sergeant Major (SGM) Evaluation Board, tentatively scheduled to convene on 27 August 2019, marks the initiation of utilizing a board’s OML to inform management decisions. The board will operate under a separate Memorandum of Instruction (MOI). Once identified as eligible for consideration, NCOs cannot opt out of consideration because the OML will inform many outcomes. 2. 3. ADAPTING TO ENEMY CONTACT: HOW THE ARMY FIELDED ITS NEXT-GENERATION HR SYSTEM TO THE PAARNG. From COL Greg Johnson, IPPS-A FMD Lead:  “No plan survives contact with the enemy.” This piece of battlefield wisdom has been passed down over the years after being introduced by military strategist Helmuth von Moltke. a. ARMY DIRECTIVE 2019-17, CHANGES TO THE SOLDIER AND FAMILY READINESS GROUP PROGRAM, 1 APR 19. This directive establishes policy changes to fundraising, reporting, and informal funds activities for the Soldier and Family Readiness Group (SFRG) Program. FRGs will be referred to as SFRGs, and commands will take appropriate steps to correct the name in all program communications. b. ALARACT 031/2019, ENLISTED CENTRALIZED SELECTION BOARDS, DTG: R 191811Z APR 19. The purpose of this message is to inform leaders that the Secretary of the Army approved a talent management effort, Army Directive 2019-15, that will serve as a catalyst to evolve from time-based to merit-based human resource (HR) policies and processes (decisions on promotion, assignments, retention) designed to improve readiness, leader and professional development, and professionalism of the NCO corps.
