1. DOCTRINE REVIEW OF FIELD MANUAL (FM) 1-0, HUMAN RESOURCES SUPPORT, INITIAL DRAFT. 2. SEMI-CENTRALIZED PROMOTIONS: TRAINING AND QUALIFICATION, INDIVIDUAL WEAPONS (FY21). From HRC Enlisted Promotions: Regarding the implementation of TC 3-20.40, Training and Qualification, Individual Weapons for FY21, HQDA G1 will separately determine the incorporation and use of the new DA Forms for promotion purposes.  HRC promotion systems will not accept Soldier qualifications using the new forms from DTMS until the official implementation date of October 2020. More guidance will be released to specify promotion point values, effective date, and the impact of the new qualification forms used in TC 3-20.40 for HRC promotion systems. Until that date, only Soldier individual weapon qualifications recorded on the legacy qualifications forms will transfer to HRC systems such as eMILPO and Promotion Point Worksheets (PPW). https://www.milsuite.mil/book/docs/DOC-721168

3. RESIDENT MILITARY TRAINING PROMOTION POINT YES/NO STATUS, UPDATED 21 JANUARY 2020. HRC Enlisted Promotions has updated the course list and accompanying information to inform Soldiers of those courses which are valid for points at 4 points per week (40 hours), and those which are not.  https://www.milsuite.mil/book/docs/DOC-52677

4. DELAYS IN SOES CERTIFICATE PROCESSING DUE TO NETWORK OUTAGE. From the Army SOES Team: This month there was an issue with the DMDC Network Proxy server. It has been resolved, so the SOES-iPERMS interface is back up and running.  The document transfer resumed January 21, 2020. The backlog is about 60k documents, so it could take 7 – 10 days to clear the backlog. Do not re-submit actions submitted this month, it will only add to the backlog. 5. COMMAND/INSTALLATION/BRANCH ANNOUNCEMENTS. These announcements only apply to the command/installation/Branch noted.

     a. XVIII AIRBORNE CORPS FY20, 1ST QTR AG NCO/JUNIOR ENLISTED SOLDIER COMPETITION. On 10 December 2019, the XVIII Airborne Corps G1 hosted the FY20 Adjutant General NCO/Junior Enlisted Soldier (JES) of the 1st Quarter Board.  The purpose of this event was to challenge hand selected AG NCOs and Soldiers to represent their unit in earning the privilege of competing at the XVIII Airborne Corps 1st Quarter Adjutant General NCO/Junior Enlisted Soldier Board.      b. 99TH READINESS DIVISION (RD) SOLDIER READINESS IMPROVEMENT PROGRAM (MEDICAL READINESS). The 99th RD will be conducting Soldier Readiness Improvement Events and Level II Medical Validations at the locations and on the dates indicated at the following link in FY 2020.      c. FORSCOM AG 2019-2020 OF THE YEAR AWARD WINNERS.      a. ARMY DIRECTIVE 2020-01, REIMBURSEMENT FOR STATE LICENSURE AND CERTIFICATION COSTS FOR THE SPOUSE OF A SOLDIER ARISING FROM A PERMANENT CHANGE OF STATION, 16 JAN 20. This directive replaces AD 2019-18 and establishes policy for the authorized reimbursement for State licensure and certification costs for a spouse of a Soldier pursuant to a permanent change of station (PCS) to another State. The purpose of this message is to strongly encourage military service members who are undergoing a permanent change of station (PCS) move overseas to obtain a tourist passport (also known as a regular passport) for personal travel between foreign destinations.
