2. U.S. ARMY SERGEANTS MAJOR ACADEMY FELLOWSHIP (USASMA) PROGRAM, FY20.  From USASMA:  The United States Army Sergeants Major Academy is still looking for eager and enthusiastic Sergeants Major to help shape the future of our Army. After completing a master’s degree from either Pennsylvania State University or Syracuse University, you will become a collegiate level instructor in the resident course, based on our recent accreditation under the Command and General Staff College. The deadline for fellowship application submission is Wednesday 31 July 2019. There are still slots available, and we need the most qualified personnel to participate. 5. COMMAND/INSTALLATION ANNOUNCEMENTS. These announcements only apply to the command/installation noted.

a. FORSCOM G-1/S-1 JULY 2019 RECOGNITION ROLL. The FORSCOM G-1/AG HR Training and Assessment Team monitors HR metrics to review Essential Personnel Services (EPS) performance levels. The following FORSCOM’s G-1/S-1s demonstrated outstanding performance and commitment to Readiness by achieving 99.63% compliance in Personnel Records Reviews (PRR) and 99.70% compliance rate and ZERO missing DD93/SGLV documents:  2nd Brigade Combat Team, 3rd Infantry Division and 1st Brigade Combat Team, 2nd Infantry Division.   7th Infantry Division and 82nd Airborne Division continue to lead the way in the Automated Meal Card Program (90% and above); 4th Infantry Division continues to do an excellent job capturing PERSTEMPO events.  Please see our July Recognition Roll for all the units who are leading the way in Essential Personnel Services in FORSCOM.  https://www.milsuite.mil/book/docs/DOC-646692

a. ARMY DIRECTIVE 2019-24, REPORTING RESPONSIBILITIES OF COMMANDERS AND COVERED PROFESSIONALS FOR CHILD ABUSE AND NEGLECT, 11 JUL 19. This directive revises the Army reporting requirement in abuse cases in AR 608-18, paragraph 3-4 (reference 1e) and incorporates legislative requirements for individuals within the chain of command and covered professionals to report allegations of child abuse occurring in military Families and homes.  https://www.milsuite.mil/book/docs/DOC-646572

The ABMC challenges Expert Field Medical Badge (EFMB) and Combat Medic Badge (CMB) recipients in the Regular Army, Army National Guard, and U.S. Army Reserve. Competitors earn points through successful completion of evaluated events during the testing phases. c. ALARACT 052/2019, ARMY AVIATION BONUS (AVB) PROGRAM PROCESSING, DTG: R 171224Z JUL 19. This message announces additional written agreement processing requirements to the AVB Program. The Army is nearing the AVB budget cap for FY 2019; therefore, additional controls must be put in place to ensure the program does not exceed the budgeted amount for FY 2019. The purpose of this message is to provide guidance and procedures in support of the QMP.  The senior Noncommissioned officer (NCO) selection boards and QMP boards, currently scheduled for first and third quarters of Fiscal Year 2020 (FY20) will consider Regular Army (RA) and United States Army Reserve Active Guard Reserve (USAR AGR) Soldiers in the rank of SSG thru CSM for possible involuntary separation.
