1. FURTHER DELEGATION OF AUTHORITY TO APPROVE TRAVEL OF ARMY PERSONNEL AND CONDITIONS FOR RETURN TO UNRESTRICTED TRAVEL, 21 OCT 20. Memo from the Secretary of the Army: Effective immediately, I authorize further delegation of approval authority for waivers to the travel restrictions granted in Secretary of the Army Memorandum, subject: Delegation of Authority to Approve Travel of Army Personnel and Conditions for Return to Unrestricted Travel, 14 July 2020. Waiver approval authority may be delegated, in writing, to a level no lower than an appropriate officer in the grade of 0-6 or a civilian equivalent in an individual’s chain of command or chain of supervision. The Vice Chief of Staff of the Army remains the only waiver approval authority for General Officer permanent change of station travel.

2. THE OFFICER’S GUIDE TO THE ARMY TALENT ALIGNMENT PROCESS (ATAP). A new version of “The Officer’s Guide to ATAP” was published on 22 OCT 2020 and is attached at the following link. This guide serves as a resource for officers to navigate ATAP as well as to advise their officer populations entering the market. The new version of the guide has updated business rules, TTPs, appendices and an updated Résumé development chapter. Please contact LTC Greg Lockhart at for more information.

3. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 05-11 OCT 2020. This SITREP provides a review of the ATMTFs participation in the AUSA 2020 Annual Meeting, and updates on ATAP 21-02 marketplace, Brevet promotions, 1SG Talent Alignment Assessment, and Alternate Promotion Authority.

4. ATAP 21-02 MISSION ESSENTIAL REQUIREMENTS (MER) REOPENING EXTENSION, DATED 22 OCT 2020. The 21-02 MER will now remain open in AIM2 until 9 November 2020, 1700 HRS Eastern Standard Time. This will allow units to adjust their MER in the “Our Vacancies” tab in AIM2 since the initial MER staffing from 3 AUG to 21 AUG 2020. The MER is the unit’s tool used to systematically convey priorities to Officer Personnel Management Directorate (OPMD) for the cycle. Deadline for final adjustments to the MER is NLT 1700 HRS EST 9 Nov 20 through AIM2.

5. EMILPO MESSAGE 20-32, 22 OCT 2020, FULL TAADS UPDATE. A Full TAADS update is scheduled to be processed this week after maintenance. All units should print out their UMR before C.O.B. Friday, 23 OCT 2020.


a. 1ST THEATER SUSTAINMENT COMMAND (1ST TSC) IS SEEKING TALENTED OFFICERS TO JOIN OUR DYNAMIC TEAM, ATAP 21-02 CYCLE. The 1st TSC is a Family oriented organization comprised of Active Army, Army Reserve and Army National Guard Soldiers (officers & enlisted) and Civilians, headquarters at Fort Knox, KY with a forward command post in Kuwait that supports Real World Mission – Actively supporting combat operations with a continued presence in the CENTCOM AOR since 2006. If you have been identified as a 21-02 mover and are interested in joining a team that is a Leader in sustainment operations across the Army, come join the “First Team!”

b. U.S. ARMY SOUTH (ARSOUTH) RECRUITMENT. The Commanding General for U.S. Army South is hosting a virtual Town Hall on October 28th, 1730 CST. The ARSOUTH team is looking for students at CGSC, SAMS, and talented officers identified for the 21-02 manning cycle interested in a rewarding assignment at Joint Base Fort Sam Houston, Texas. c. 7TH ROTC BDE 21-02 MOVERS TOWN HALL. The 7th ROTC BDE is looking for talented officers (CPT and MAJ) to serve as Assistant Professors of Military Science within Tennessee, Kentucky, Ohio, Indiana, and Michigan. A Town Hall will be held on 5 November at 1800EST on MS Teams for all interested 21-02 movers to learn about exciting assignment opportunities within 7th Brigade and to have any questions answered.

d. JOINT READINESS TRAINING CENTER (JRTC) 21-02 RECRUITMENT. The JRTC Operations Group is recruiting and seeking top KD complete field grade and company grade officers to coach and train our nation’s war fighters to win in America’s next first battle. Assignment as an OCT at the JRTC is both a rewarding and enhancing assignment in which OCTs directly impact the Army’s readiness through preparing BCT Soldiers for combat operation. We are seeking highly knowledgeable and professional individuals in the ranks of O3 and O4 in the 21-02 manning cycle to join our team.

e. US ARMY MEDICAL RECRUITING BRIGADE (HIGHLANDERS) “WANTS YOU!” FOR THE 21-02 ASSIGNMENT CYCLE. Supercharge your career with an assignment in the Medical Recruiting Brigade. We have several opportunities available, Officer Recruiter, OICs, Company Commander, Battalion Commander, Battalion and Brigade S-3, Recruiting Integration officers and other leadership positions. Selection board after selection board has proven an assignment as a Healthcare Recruiter or leader gives you an edge in the process. f. DIVISION EAST, FIRST ARMY – RECRUITING VISIT VIA FACEBOOK LIVE. The Commanding General of Division East will host a recruiting visit via Facebook Live for all 2021 summer movers at 1330 EDT on 26 October 2020. First Army has multiple officer and warrant officer during the summer movement cycle and the Division East Commander will discuss WHO WE ARE, WHAT WE ARE, WHERE WE ARE, and how First Army is a great assignment.

g. ATTENTION AIM 21-02 AMEDD OFFICERS: WEED ARMY COMMUNITY HOSPITAL WANTS YOU! The Weed Army Community hospital (WACH) is seeking motivated officers in the 21-02 manning cycle to compete for one of our 45 positions in the AIM 21-02 marketplace. WACH is a small community hospital located in Fort Irwin, CA that is supported by over 450 military and civilian staff members with an inpatient capacity of 20 beds including both Mother/Baby and Medical/Surgical Wards.
