1. FISCAL YEAR 2020 MASTER SERGEANT EVALUATION BOARD AND UPDATES TO ARMY REGULATION 600-8-19 (ENLISTED PROMOTIONS AND REDUCTIONS) AND ARMY REGULATION 614-200 (ENLISTED ASSIGNMENTS AND UTILIZATION MANAGEMENT), 22 NOV 19. From the Army G-1: The Army will continue to expand the application of order of merit lists (OMLs) generated by a HQDA centralized board designed to improve readiness, NCO professional development, and professionalism of the NCO Corps. This memo (attached at the following link) outlines the fundamental policy changes associated with the next NCO Evaluation Board; impacting (primarily) how we will select MSG/1SG for attendance to the Sergeants Major Course.  The FY20 MSG Board is scheduled to convene o/a 21 April 2020. In addition, this board will also have the mission of qualifying TPU NCOs for potential CSM appointment and it will also have the mission of promoting USAR IMA Soldiers to SFC through SGM. The appropriate board announcement messages with eligibility criteria are projected to be released during the week of 16 Dec 19.

2. PERSONNEL READINESS LEADER’S HANDBOOK, 25 NOV 19. From Army G-1 Readiness:  This handbook is provided as a resource to help leaders manage and reverse the trend of non-deployable Soldiers to achieve personnel readiness.  This handbook explains processes, roles, responsibilities, and available resources related to personnel readiness management.

3. COYOTE BROWN FLEECE CAP AUTHORIZED FOR OPTIONAL WEAR WITH THE ARMY COMBAT UNIFORM. From Army G-1 Uniform Policy:  The Chief of Staff of the Army has authorized the Coyote Brown Fleece Cap for optional wear with the Army Combat Uniform at the discretion of commanders, effective 1 Oct 19. This change will be reflected in AR/DA Pam 670-1 in 2020.

4. AC OFFICER “HOT ASSIGNMENTS” ON ASSIGNMENT INTERACTIVE MODULE 2 (AIM 2), A/O 26 NOV 19. From HRC Officer Readiness Div: We are looking for those exceptional officers equipped with specific knowledge, skills and behaviors (KSBs) to fill high profile and/or key positions. Added to the “Hot list” this week is the below position.

a. Deputy Executive Officer (MAJ or LTC/02A) to the Deputy Commander USNORTHCOM, 30 June 2020 report date. This is a Joint position. Visit the Hot Assignments link above for more information.

5. STOP GAP COMMON ACCESS CARD (CAC) DOCUMENTATION. From the HRC DEERS/RAPIDS CAC Office: Starting in December a new CAC called the G&D SPC03 (Stop Gap) CAC will go into production DoD wide.  There are some known issues with the Stop Gap card that can affect the user’s ability to logon to their system, so all Army CAC issuance offices must provide users with the attached (at following link) handout when issuing these CACs.



8. 63D READINESS DIVISION (RD) HUMAN RESOURCES READINESS TRAINING (HRRT). The 63d RD will provide HRRT to HR professionals within the Army Reserve on 27-31 January 2020. The HRRT course will prepare HR professionals to monitor and maintain their unit’s readiness, deliver relevant up to date personnel information to their Commander, and enhance individual Soldier skills. The training is open to both Troop Program Unit (TPU) and Full-Time Support (FTS) personnel.

a. MILPER MESSAGE 19-384, FISCAL YEAR 2021 (FY21) REGULAR ARMY (RA), CAREER MANAGEMENT FIELD (CMF) 38 FIRST SERGEANT (1SG) SELECTION BOARD, ISSUED: [11/26/2019 2:14:09 PM]. The FY21 CMF 38 1SG Selection Board is scheduled to convene on 19-20 February 2020, to consider and select RA CMF 38 NCOs to serve as a Company 1SG in FY21 (1 Oct 20 – 30 Sep 21).  This selection board will also be used as a talent management tool to identify the most qualified MSGs for subsequent assignments. This board will consider all eligible 38B, Civil Affairs Specialist, NCOs in the pay grade of E-7(P) and E-8.
