SECRETARY OF DEFENSE MEMO, TRANSITION TO CONDITIONS-BASED PHASED APPROACH TO CORONAVIRUS DISEASE 2019 PERSONNEL MOVEMENT AND TRAVEL RESTRICTIONS, 22 MAY 2020. “While the Coronavirus Disease 2019 (COVID-19) pandemic still presents risk to DoD Service members, civilians, and their families, improving conditions warrant a transition in our approach to domestic and overseas personnel travel to a conditions-based, phased approach to personnel movement and travel. Effective immediately, this memorandum…. reissues travel restriction guidance for DoD components that will remain in effect until further notice. All DoD Service members will stop movement, both internationally and domestically, while this memorandum is in effect, unless the conditions listed (in this memo) are met. All DoD civilian personnel and dependents of DoD Service members and DoD personnel whose travel is Government-funded will stop movement, both internationally and domestically, while this memorandum is in effect, unless the conditions (in this memo) are met.”  https://www.milsuite.mil/book/docs/DOC-814606

2. FRAGO 28 to HQDA EXORD 144-20 ARMY WIDE PREPAREDNESS AND RESPONSE TO CORONAVIRUS (COVID-19) OUTBREAK (FOUO), DTG: 280033Z MAY 20. Among other items, this FRAGO provides the following guidance: https://www.milsuite.mil/book/docs/DOC-808290

a. (3.C.34.) [CHANGE TO READ] All official Department of the Army photos are suspended until further notice.

b. (3.C.47.G.1.) [CHANGE TO READ] Individuals who are on a Title 10 AT or ADOS orders that terminates while the stop order is in effect, are authorized to return home, unless further mobilized.  Soldiers on 12301h orders who have completed their medical care and are programmed for REFRAD while the stop order is in effect are authorized to return home, unless further mobilized.  In accordance with force health protection guidance (supplement 9), dated 26 may 2020, units should plan sufficient time to allow for any necessary restriction of movement (ROM) periods prior to the expiration of reserve component activation orders.

c. (3.C.47.G.1.B.) [ADD] If a Soldier requires medical evaluation or treatment identified during virtual demobilization, the Soldier’s command can apply for a 12301(h) order (with the Soldier’s consent) through their force provider (USAR/NGB) per AR 600-77, authorizing the Soldier’s movement to a Soldier recovery unit for evaluation/treatment or to authorize evaluation/treatment at their home of record (HOR) using network providers in their local communities.  Commands will utilize DA Form 7692 for these actions. If the Soldier declines active duty orders, the Soldier will be REFRAD to respective RC unit.

d. (3.C.99.) Updates Army wide preparedness and response to COVID-19 observations, best practices, and lessons learned reporting requirements.

e. (3.C.114.) [ADD] Effective immediately, local commanders are authorized to provide guidance on chapel openings and religious services based on local HPCON level.

4. FY20 USAR SRIP CHANGE 3, EFFECTIVE 1 JUNE 2020. MAJOR CHANGES: The Prior Service Enlistment Bonus, Enlisted Affiliation Bonus, Officer/WO Retention Bonus, Will-Train Reenlistment Bonus, and Conversion Bonus incentive scales have been updated. The MOS Conversion Bonus has been renamed to the Conversion Bonus. 5. ARMY TALENT MANAGEMENT TASK FORCE (ATMTF) WEEKLY SITREP, 20 MAY –  27 MAY 2020. From the ATMTF: Before continuing into this week’s report, I want to highlight the following item regarding the Battalion Commander Assessment Program (BCAP). Strickland Educational Leadership Award (SELA) is a non–federal award of the Association of the United States Army (AUSA). This award honors the memory of SGM Larry L. Strickland (Deputy Chief of Staff for Army Personnel Sergeants Major (SGM); a victim of the September 11th terrorist attack on the Pentagon, he represents all Soldiers and civilians lost in the Global War on Terrorism. The SELA is awarded on an annual basis to a noncommissioned officer (NCO) who exemplifies the Army’s vision and mobilizes others in shaping our future leaders while practicing excellent stewardship of the nation’s most precious resource.
