3. ENLISTED MANNING CYCLES (EMC). From HRC EPMD: The Enlisted Manning Cycles (EMC) is designed to review and improve the manning processes that validate assignment requisitions with the eligible and available population for assignments occurring 6 months to 9 months out. Requisitions and Soldiers (who are determined eligible and available will be grouped into a 10-week manning cycle. Each EMC Cycle lasts 10 weeks and there are 5total EMC cycles in CY19. Each Career Branch will communicate when new cycles are beginning.
