a. ALARACT 061/2022, ANNOUNCEMENT OF ENTERPRISE EXCEPTIONAL FAMILY MEMBER PROGRAM (E–EFMP) SYSTEM ROLLOUT (CUI), DTG: R 261814Z AUG 22. This message announces the transition to the Enterprise Exceptional Family Member Program (E–EFMP) System. The FY21 NDAA directed DOD to standardize the Exceptional Family Member Program (EFMP) across the military departments where practicable, to include standardized EFMP system, identification and enrollment, process for permanent change of station orders, review process for availability of healthcare, family support programs, respite care benefit, and performance metrics. On 24 August 2022, the legacy web EFMP system will no longer accept new assignment coordination requests, assignment coordination responses, new enrollments or overseas family member travel screening. Web EFMP will sunset after all remaining open packets are completed. This message provides clarification on record review requirements for the DD Form 93 in support of DoD 1300.18 and AR 638-8 policy requirements. The DD Form 93 will continue to be electronically produced in eMILPO until replaced by IPPS-A self-service and direct-fed to iPERMS. If conditions preclude the use of an electronic direct-feed system (eMILPO or IPPS-A), the form may be type written, or hand-written in ballpoint pen with black or blue-black ink, and manually uploaded to iPERMS. In an effort supporting the modernization of enlisted personnel talent management, the Enlisted Personnel Management Directorate (EPMD), in coordination with the Army Talent Alignment Program (ATAP) and the Talent Management Task Force (TMTF), is conducting Master Sergeant Talent Alignment Process Pilots (MSG EATAP-Ps) to test the capability and feasibility of two-way enlisted markets beginning with Enlisted Manning Cycle (EMC) 23-04.
