1. FILING PROCESS SIMPLIFIED FOR THE SPOUSE RELICENSING / CERTIFICATION FEES REIMBURSMENT PROGAM.  From Army G-1 Compensation and Entitlements: Effective immediately, unit commanders can approve the payment voucher request and their respective unit S-1/personnel designated official will validate marital status and certify the voucher. This program will be part of the in/out processing finance briefing. 2. BY-NAME-REQUESTS (BNR), ARMY TALENT ALIGNMENT PROCESS EXORD 145-19, 3 OCT 19. From HRC OPMD: In accordance with HQDA EXORD 149-19, Army Talent Alignment Process (ATAP), all Active Component Officer Assignments from 2LT to LTC will be executed through the ATAP in order to align officer talent with the Secretary of the Army’s guidance. In order to meet this guidance, the Officer Personnel Management Directorate (OPMD) will no longer process by-name-requests. All units are directed to preference available officers for summer 20-02 validated requirements within the Assignment Interactive Module 2 (AIM2).  https://www.milsuite.mil/book/docs/DOC-679025

3. DATE/TIME CHANGE: ARIMS FAMILIARIZATION TRAINING. From HRC Awards and Decorations Branch: The date for the previously announced ARIMS familiarization training has been changed from 11 Oct 19 to 9 Oct 19, 0900 EDT. The training is being provided to assist HR professionals in meeting their Army records management obligations.  Records management is required by law.  AR 25-400-2 provides general Army policy on meeting this legal requirement.  Each functional proponent maintains its own set of record-keeping requirements.  These requirements are defined in the ARIMS online interface.  Few HR professionals have the time to sit down and figure out the interface.  This session should provide the user with enough familiarity to navigate the interface and ask the right questions when in doubt.  https://www.milsuite.mil/book/docs/DOC-678408

a. ARMY DIRECTIVE 2019-30, AUTHORITY FOR OFFICERS TO OPT OUT OF PROMOTION SELECTION BOARD CONSIDERATION, 1 OCT 19. This directive establishes policy to allow Regular Army officers to request to opt out of consideration by a promotion selection board under certain conditions. MILPER MESSAGE 19-318, FISCAL YEAR 2020 (FY20) ACTIVE COMPONENT (AC), COLONEL (COL), OPERATIONS (OPS), OPERATIONS SUPPORT (OS), FORCE SUSTAINMENT (FS), AND INFORMATION DOMINANCE (ID), PROMOTION SELECTION BOARDS (PSB) ZONES OF CONSIDERATION, ISSUED: [10/3/2019 8:44:33 AM]. Selection boards will convene on 14 Jan 20 to consider eligible Lieutenant Colonels (LTC) on the Active Duty List (ADL) for promotion to Colonel (COL).  The boards will recess on or about 31 Jan 20.  https://www.hrc.army.mil/Milper/19-318

From the FORSCOM WIAS Team: For all interested personnel, please be aware that we are having complete degradation of systems and unable to facilitate many actions pertaining to Individual Augmentation. Although we anticipate this to be a short term issue, we do not currently have the system capabilities to facilitate fills for advertised vacancies. Soldiers are still welcome to submit complete packets to our group inbox for when our new system is online and functional.
