1. COMMAND/INSTALLATION ANNOUNCEMENTS. These announcements only apply to the command/installation noted.

a. ISSUING, CONTROLLING, ACCOUNTING, DISPOSITION FOR DD FORM 714 (MEAL CARD). From the FORSCOM G-1 HR Training and Assessment Branch: All documents used or related to the receipt, issue, destruction and control of meal cards to include DA Form 5672 (Meal Card Control Book log), DA Form 4809 (Meal Card Control Registers), DA Form 410 (Receipt for Accountable Form), DA Form 4550 (Meal Card Verification Form), notification of lost or stolen meal cards, DA Form 3161 (Request for Issue or Turn-in), unit’s commander verification and/or similar information must be filed in ARIMS for six years.  Documents have to be kept for six years due to Auditability guidance.   See Disposition of Meal Cards -DD 714 Quick Reference Guide with imbedded training slides at the following link.  https://www.milsuite.mil/book/docs/DOC-662960

g. MILPER MESSAGE 19-272, MANDATORY REVIEW OF VALOR DECORATIONS, ISSUED: [9/3/2019 1:42:18 PM]. All Silver Stars (SS) awarded by an authority other than the Secretary of the Army (SA) will be reviewed against both Medal of Honor (MOH) and Distinguished Service Cross (DSC) award criteria within 120 days of the date approved to ensure the Service member’s gallantry in action does not warrant award of the MOH or DSC. h. MILPER MESSAGE 19-273, ANNOUNCEMENT OF THE EXPERT SOLDIER BADGE, ISSUED: [9/3/2019 1:57:56 PM]. On 13 June 2019, the Assistant Secretary of the Army (Manpower and Reserve Affairs) approved the establishment of the Expert Soldier Badge (ESB).  The badge will be awarded to Soldiers who successfully meet all requirements established by the U.S. Army Training and Doctrine Command (TRADOC). i. MILPER MESSAGE 19-274, AWARD OF THE ARMED FORCES SERVICE MEDAL FOR DEPARTMENT OF DEFENSE SUPPORT TO CUSTOMS AND BORDER PROTECTION, ISSUED: [9/3/2019 2:05:01 PM]. The Office of the Under Secretary of Defense for Personnel and Readiness has authorized the award of the AFSM for DoD Support to Customs and Border Protection. The Period of Award (POA) is 7 April 2018 to a future “to be determined” termination date. The Area of Eligibility (AOE) covers the United States land area of 100 nautical miles from the international border within Texas (and the city of San Antonio), New Mexico, Arizona, and California; and the adjacent United States waters out to 24 nautical miles.  https://www.milsuite.mil/book/docs/DOC-659438

a. WHAT IS AGCRA?  We get that question a lot, particularly from the younger and mid-grade cohorts of the AG Corps.
