1. VERY SERIOUSLY ILL OR INJURED’ (VSI) OR ‘SERIOUSLY ILL OR INJURED’ (SI) CASUALTY STATUS REPORTING. From CMAOD:  Some Soldiers in an active status who are hospitalized in a civilian medical facility and in a ‘Very Seriously Ill or Injured’ (VSI) or ‘Seriously Ill or Injured’ (SI) casualty status, are not being properly reported through casualty channels, and therefore are not tracked properly or enabling all benefits and entitlements to flow to their eligible beneficiaries. Recent COVID-19 related deaths have highlighted a need to reiterate Army Casualty Reporting requirements to ensure next of kin and eligible beneficiaries receive all of the benefits and entitlements they are authorized.  Army casualty reporting requirements are in addition to command CCIR reporting requirements, any medical reporting requirements and personnel accountability reporting requirements. 2. CHANGE 3, CONSOLIDATED EXCEPTIONS TO POLICY CONCERNING ENLISTED PROMOTIONS DURING THE CORONAVIRUS (COVID-19) OUTBREAK, 3 SEP 20. Memo from the Army G-1: Effective with the October 2020 promotion month, the previously approved limited application of exceptions to policy suspending requirements to complete requisite professional military education (PME) courses to fully qualify for promotion is changed as follows: Promotion to Staff Sergeant (SSG) without regard to PME completion is limited to Soldiers in MOS 37F, Psychological Operations Specialist, provided otherwise fully qualified. Except for promotion to SSG in MOS 37F, previously published PME exception to policy programs for deployed NCOs is reinstated.

3. NOTICE OF SERVICE DISRUPTION/OUTAGE, SERVICEMEMBERS’ GROUP LIFE INSURANCE ONLINE ENROLLMENT SYSTEM (SOES), SEPT 5-6, 2020. SOES will be unavailable Saturday, 5 September 0800 PDT through 0800 PDT Sunday, 6 September 2020.  DMDC will make major updates to its production systems infrastructure during that time period and as a result, some services will be unavailable. The outage will affect many applications including but not limited to SOES, DS Logon, RAPIDS, DoD eligibility and identity checks used by the military services, DoD medical facilities, contractors, and morale/welfare activities.  See the full message at the following link:

5. ARMY RESERVE PAY MESSAGE 20-30,  UPDATE TO PAY AND PROCESSING STATUS INQUIRIES. A pay inquiry is a question about a Soldier’s pay requiring research to answer. A processing status inquiry is a request to determine the status of a pay action submitted to the UPC by a unit or RPAC. To reduce the number of processing status inquiries and keep customers informed of current processing time, each Tuesday the UPC will post a processing report on the USARC G8 Pay Management Division (PMD) SharePoint page.


a. VIRTUAL FIRESCON2020: ACHIEVING OVERMATCH IN LARGE SCALE COMBAT OPERATIONS. From the Fires Center of Excellence: Fires Conference 2020 (FC2020, 29 Sep – 01 Oct) amplifies how we fight and what we fight with through a combination of virtual presentations and dialogue. Participants will be introduced to or updated on emerging technologies that will prepare Fires professionals around the globe for modern warfare against peer and near-peer competitors across multiple domains. b. WE ARE…BUILDING HEALTHY MILITARY COMMUNITIES. WE ARE — a series of four separate meetings or “assemblies” — with Building Healthy Military Communities (BHMC) and other partners from 29 SEP to 2 OCT. These assemblies will provide information to parents, teachers and childcare providers on the impacts of COVID-19 on military children and their needs when learning in a virtual environment. This event is primarily for Families in the Albuquerque, NM area with the intent to eventually expand to the other six (6) pilot states covered by BHMC.

a. ALARACT 073/2020, FY21 ANTITERRORISM COMMUNICATION SYNCHRONIZATION THEMES, DTG: 021533Z SEP 20. Army antiterrorism communication synchronization seeks to take care of the troops by instilling Army wide heightened awareness and vigilance to prevent and protect the Army community and critical resources from terrorist activities. This message designates the antiterrorism communication quarterly themes for FY21.

b. ARMY DIRECTIVE 2020-09, APPOINTMENT AND ENLISTMENT WAIVERS, 20 AUG 20. This directive supersedes Army Directive 2018-12, New Policy Regarding Waivers for Appointment and Enlistment Applicants, and revises Army policy and procedures for medical and misconduct waivers for applicants requesting enlistment, reenlistment, appointment, or accession.

MILPER MESSAGE 20-283, FISCAL YEAR 2021 (FY21) ACTIVE COMPONENT (AC), COLONEL (COL), OPERATIONS (OPS), OPERATIONS SUPPORT (OS), FORCE SUSTAINMENT (FS), AND INFORMATION DOMINANCE (ID), PROMOTION SELECTION BOARDS (PSB) ZONES OF CONSIDERATION, ISSUED: [9/3/2020 12:38:44 PM]. Selection boards will convene on 2 Dec 20 to consider eligible LTCs on the Active Duty List (ADL) for promotion to COL.  The boards will recess on or about 18 Dec 20.  Opting-in for promotion consideration for this Colonels (COL) board is authorized.  All below-the-zone and early consideration eligible Lieutenant Colonels (LTC) must opt-in and meet all eligibility criteria. Opting-out of promotion consideration for this COLs board is authorized.

9. FORSCOM WIAS POSITIONS (UPDATED A/O 26 AUGUST 2020). FORSCOM is recruiting for 1x critical positions (Compo 1, 2, and 3; AGR, IMA, IRR, and Active Duty Soldiers authorized to source):  1x /O6.

a. Due to the COVID-19 pandemic, FORSCOM is recruiting COL, Branch Immaterial, to serve CDC Regional Director/s for Operation Warp Speed, in direct support of the Office of the Assistant Secretary for Preparedness and Response, Department of Health and Human Services. Officer/s will represent OWS efforts across major metropolitan cities to ensure local efforts are nested with, and supported by, the National effort. Officer will be on TDY status for 169 days.
