1. ARMY OFFERS MORE FLEXIBILITY WITH NEW PARENTAL LEAVE POLICY (ARNEWS). Secretary of the Army Mark T. Esper signed a directive Jan. 22 that increases parental leave from 10 to 21 days for Soldiers who are designated secondary caregivers of infants. The new policy makes the Army’s parental leave comparable to that of other services and in compliance with the 2017 National Defense Authorization Act. 2. HRC OFFICER DISTRIBUTION CYCLE 20-01, ACTIVE COMPONENT (AC) AND RESERVE COMPONENT (RC) PRE-MISSION ESSENTIAL REQUIREMENTS (MER)/AIM2 MESSAGE, 01 FEB 19. HRC Officer Readiness Division AC Account Managers will send Distribution Cycle 20-01 MER letters and AIM2 information on 22 Feb 19 to establish AC unit requirements for Officer assignments from 01 Oct 19 to 31 Mar 20. MER submission deadline to Account Managers is NLT 15 Mar 19.  RC Account Managers will send Distribution Cycle 20-01 MER letters on 01 Mar 19 to establish RC unit requirements for Officer assignments from 01 Oct 19 to 31 Mar 20. 5. ARMY NATIONAL GUARD IMPLEMENTATION GUIDANCE FOR THE ARMY MILITARY PARENTAL LEAVE PROGRAM AUTHORIZED BY ARMY DIRECTIVE (AD) 2019-05 (PPOM #19-003). This policy applies to all ARNG Soldiers currently serving on active duty in excess of 12 months, to include the Title 10 and Title 32 Active Guard Reserve (AGR) program, One Time Occasional Tours (OTOT), Active Duty Operational Support (ADOS), and Full-time National Guard Duty (FTNGD). a. ARMY RESERVE PAY MESSAGE 19-03, PAY ACTIONS FOR GENERAL OFFICERS (GOs). Effective 4 Feb 19, the USAR Pay Center (UPC) will consolidate all pay processing for IMA, IRR and TPU GOs (pay grades 07 and above) under one team. A AAA audit found a lack of knowledge Army-wide on the availability of ATRRS University training on the Army Learning Management System (ALMS) for personnel authorized to use ATRRS for quota management. Because of this lack of knowledge, the Army is not maximizing its investment in ATRRS University training. This message is intended to inform ATRRS users Army-wide that specific ATRRS training exists in the form of ATRRS University courses of instruction in the ALMS.
