1. SUPPLEMENTAL INFORMATION CONCERNING FRAGO 9 TO HQDA EXORD 210-20 CORONAVIRUS (COVID-19) TRANSITION FRAMEWORK (FOUO), 312253Z JUL 20. From the Army G-1 Personnel Contingency Cell (PCC):  Based on the VCSA’s 0700EST SVTC (6 Aug 20) with ACOM, ASCC and DRU commanders, we wanted to provide the following information that was vetted with G-3/5/7 to synch actions across the field and seek widest dissemination within the HR channels. https://www.milsuite.mil/book/docs/DOC-837341

a. Message: Units are to ensure Soldiers, Family Members, DA Civilians, and Contractors who are already in transit for the purpose of PCS from the U.S. (including Hawaii and Alaska) to an international destination, continue movement without cancelling or deferring existing travel plans. ROM and testing standards for personnel who will PCS from the U.S. to international destinations per FRAGO 9 Annex DD Category 1 is effective on 21 August 2020. Individuals commencing movement before 21 August 2020 should still continue to practice safe risk mitigation behaviors, including social distancing, avoidance of gatherings in public spaces, and mask wearing, to ensure travel is conducted in a manner that minimizes the risk of personnel being exposed to or contracting COVID-19.

b. Units are reminded that ALARACT 053/2020 provides commanders with options to manage Soldiers who are suspected to have been exposed to COVID 19.  Commanders may exercise their authority to assign an alternate place of duty for any Soldier on active duty and may authorize relevant work to be performed remotely.  Placing the Soldier in a chargeable leave status is generally inappropriate. https://www.milsuite.mil/book/docs/DOC-823870

3. ARMY RESERVE PAY MESSAGES.

a. ARMY RESERVE PAY MESSAGE 20-26, FISCAL YEAR (FY) 2020 DRILL LIMITS. a. JAG CORPS ACCEPTING APPLICATIONS FOR THE 2020 FUNDED LEGAL EDUCATION PROGRAM. Interested in pursuing a law degree and a career as an Army leader and attorney?  The Office of The Judge Advocate General is now accepting applications through 1 NOV 20 from eligible officers and – new this year – enlisted Soldiers for the Army’s Funded Legal Education Program (FLEP).  This is an opportunity for up to 25 officers and noncommissioned officers to remain on active duty status while attending law school beginning fall 2021.  https://www.milsuite.mil/book/docs/DOC-851995

This message provides additional administrative procedures necessary for certain soldiers to request an exception to policy (ETP) to allow for retroactive enrollment in the BRS for specific reasons outlined in paragraph 1.b., this message.
