1. HRC OPMD DISTRIBUTION CYCLE (DC) 21-01 PRE-MER MESSAGE (UPDATE), DTD 6 FEB 2020. Due to an unforeseen delay, Account Managers will now send the DC 21-01 Mission Essential Requirements (MER) letter and Assignment Interactive Module 2.0 (AIM2) information on 10 February 2020. The MER will also open in AIM2 on 11 February 2020 to establish unit requirements for Officer assignments from 01 October 2020 to 31 March 2021. 2. iPERMS DOCUMENT UPLOAD REQUIREMENTS. From HRC Army Soldier Records Branch:  It is important that documents uploaded to iPERMS are black and white copies only.  We have found that documents that have been uploaded as color copies cause latency issues with transferring the documents to the MyBoard File. Additionally, please make sure that images appear upright in the batch. 3. DEPLOYED THEATER ACCOUNTABILITY SYSTEM (DTAS) AND TACTICAL PERSONNEL SYSTEM (TPS) TRAINING VIA DCS REQUIRED FOR ALL UNITS PARTICIPATING IN DEFENDER 2020. The U.S. Army Human Resources Command (HRC) will conduct Deployed Theater Accountability System (DTAS) and Tactical Personnel System (TPS) distance learning training using the Defense Collaboration Services (DCS) for all units participating in DEFENDER 2020. 4. 5. SENIOR SUSTAINMENT WARRANT OFFICER FORUM. On 5 FEB 20 CASCOM hosted a Senior Sustainment Warrant Officer Forum. 7. ARMY RESERVE PAY MESSAGE 20-05, OVERDUE DUTY CERTIFICATIONS – FINAL NOTICE. Reserve Pay Message 19-27 designated units and Reserve Personnel Action Centers (RPAC) as responsible for obtaining and maintaining certified AD orders and USAR Forms 25-R for active duty (AD) orders sent to the USAR Pay Center (UPC) for payment.  This change applies to AD performed after 30 Sep 19. Nearly 600 AD orders paid by the UPC between 1 Jan – 30 Sep 19 remain uncertified. To prevent collection, ARAs/RPACs must provide certified AD orders or USAR Forms 25-R to the UPC for each uncertified period by 5 Mar 20.  https://www.milsuite.mil/book/docs/DOC-729513

a. EUROPEAN OPERATIONS FUND (OPFUND) SUPPORT SYMPOSIUM. The 266th FMSC will host a European OPFUND Support Symposium on Kleber Kaserne, Kaiserslautern Military Community, on 19 March 2020. This event is an opportunity for resource managers, contracting representatives, FOO mangers, and OPFUND managers to build on the current process and concentrate on method improvements and standardization. d. MILPER MESSAGE 20-041, MAY 2020 AVIATION COMMISSIONED OFFICER APPOINTMENT TO AVIATION WARRANT OFFICER SELECTION BOARD, ISSUED: [2/5/2020 2:03:15 PM]. This message announces the procedures for Army Aviation (AV) Commissioned Officers (CO) to request an appointment to Warrant Officer 1 (WO1) and certification in an Army Aviation Warrant Officer Military Occupational Specialty (MOS).  All eligible applicants are evaluated and selected by an HQDA Warrant Officer Board, convened at HQ, USAREC.  Officers selected and who accept the appointment to WO1 by this board will incur an Active Duty Service Obligation (ADSO) of 6 years. https://www.hrc.army.mil/Milper/20-041

e. MILPER MESSAGE 20-042, REALIGNMENT OF THE ACTIVE GUARD RESERVE (AGR) CIVIL AFFAIRS PRIMARY MILITARY OCCUPATIONAL SPECIALTY (PMOS), ISSUED: [2/6/2020 12:15:27 PM]. The 38B AGR Program is overstrength resulting in readiness issues.  The overage also impacts upward mobility for Soldiers, preventing promotion into higher ranks and impacting assignment opportunities.
