a. ARMY DIRECTIVE 2018-28, IMPLEMENTATION OF THE MILITARY JUSTICE ACT OF 2016, 20 DEC 18. This directive implements the Military Justice Act of 2016 (MJA16) and prescribes policies and procedures for the administration of military justice in the Army. This policy applies to the Regular Army, Army National Guard/Army National Guard of the United States, and U.S. Army Reserve. It also applies to Department of the Army Civilians who are involved in any matter that falls under the responsibility and authority of The Judge Advocate General, regardless of whether the individual is a member of the Judge Advocate Legal Service. b. ARMY DIRECTIVE 2018-29, NON-FEDERAL ENTITY COMPETITION WITH APPROPRIATED AND NONAPPROPRIATED FUND ACTIVITIES ON ARMY INSTALLATIONS, 17 DEC 18. This directive provides new guidance for senior commanders when deciding to allow a non-Federal entity (NFE) to operate on their installation in accordance with the references. c. ALARACT 001/2019, CSA SENDS – DEATH OF A RETIRED GENERAL OFFICER, DTG: R 041700Z JAN 19. It is with deep regret that the Secretary of the Army and I inform you of the death of GEN Ronald H. Griffith, United States Army, Retired. He passed away on 18 July 2018 in Fairfax, Virginia. MILPER MESSAGE 19-002, THE TOTAL ARMY CENTRALIZED INDIVIDUAL TRAINING SOLICITATION (TACITS) FEBRUARY 2019 SURVEY FOR THE FY23 STRUCTURE AND MANNING DECISION REVIEW (SMDR), ISSUED: [1/7/2019 1:26:36 PM]. The TACITS is the only official solicitation which recognizes the Total Army (Active, Army Reserve, and National Guard) training requirements for military and civilian personnel.  Participation in the 2019 TACITS survey will afford your organization the opportunity to identify, project, and resource future training needs in Army schools.  This year’s TACITS survey will support the FY23 SMDR.  You must complete the survey if you want your requirements to be used in determining the quotas that will be needed.  Prior year’s numbers will be zeroed out of the survey and zero will be used if the survey is not completed.  https://www.hrc.army.mil/Milper/19-002
