1. SOCIAL SECURITY PAYROLL TAX DEFERRAL. From Army G-1 Compensation and Entitlements: In order to provide relief during the COVID-19 pandemic, a Presidential Memorandum was issued on August 8, 2020 and guidance followed by Internal Revenue Service on August 28, 2020, to temporarily defer Social Security (Old Age, Survivors, and Disability Insurance (OASDI), as seen on the Leave and Earnings Statement as “FICA-SOC SECURIT” tax withholdings.

a. MILITARY MEMBERS: Beginning the September 2020 mid-month pay period ending on September 15, 2020, DFAS will temporarily defer the withholding of your 6.2% Social Security tax if your monthly rate of basic pay is less than $8,666.66.  Military members are not eligible to opt-out of the deferral if their Social Security wages fall within the stated limits. Per current IRS guidance, collection of the deferred taxes will be taken from military member’s wages between January 1 and April 30, 2021. b. DA CIVILIAN MEMBERS: Effective pay period ending September 12, 2020, DFAS will temporarily defer the civilian employee 6.2% share of Social Security (Old Age, Survivors, and Disability Insurance or OASDI) tax withholding. This applies to all employees making $4000 or less in wages subject to OASDI in any given pay period and is effective through the end of the 2020 calendar year. Civilian employees are not eligible to opt-out of the deferral if their OASDI wages fall within the stated limits. 2. FRAGO 12 TO HQDA EXORD 210-20 CORONAVIRUS (COVID-19) TRANSITION (FOUO), DTG: 021830Z Sep 20. This FRAGO restates and updates screening and testing guidance, and among other items contains the following guidance. a. (3.D.13.D.) [Restated] All Soldiers on assignment to Korea will continue movement IAW their assignment instructions or request for orders as an exemption to HQDA’s transition framework. The republic of Korea (ROK) government and U.S. Forces Korea already require 100% screening, testing, and quarantining for all personnel entering the ROK, regardless of the traveler’s point of origin.

b. (3.D.13.D.1.) [Change to read] The intent is for Soldiers, families and DA Civilian personnel to conduct a single 14-day quarantine. All Soldiers, family members, and DA Civilians on assignment to Korea from CONUS with a report date after 30 August 2020 are authorized to report 7 days early and up to 20 days after their report date without further adjustments to their orders. 4. ORAL HISTORY PROGRAM FOR HR LEADERS. a. ALARACT 074/2020, SERGEANT/STAFF SERGEANT PROMOTION BOARD GUIDANCE, DTG: R 050221Z SEP 20. This message applies to the RA and USAR AGR. The Director, Army National Guard, is encouraged to provide specific guidance regarding applicability, as deemed appropriate, relating to promotion boards for Title 32 Soldiers. To reinforce team and squad leader understanding of how our Army cares for its Soldiers, promotion to SGT and SSG will now include situational questions in the areas of sexual harassment, suicide prevention, misuse of drugs and alcohol, physical and mental fitness, failure to attend a NCO professional development study, and a subordinate’s decision to reenlist. The purpose of these questions is not to have Soldiers appearing before the board quote Army regulations pertaining to these subjects, but to provide the board an assessment of how that individual would react with their Soldiers when leading them through these issues and questions.
